Help

-Conducts planning for EX and DME items utilizing computerized planning tools.
-Analyzes data to include demand history, program requirements, VA operations, procurement lead-time, current stock levels and other factors which impact procurement
-Uses and applies inventory principles, standards and non-standard methodologies and concepts to determine need to intervene in the supply system due to fluctuations in rates of usage, cost, availability, etc.
-Engages with customers to make recommendations for product changes, substitutions, and additions to product lines.
-Performs analytical work to manage, regulate, coordinate or otherwise exercise control over EX supplies.
-Determines, regulates and controls the level and flow of supplies from the initial planning stages through procurement, storage, issue, utilization and disposal.
-Forecasts short and long range inventory needs.
-Develops acquisition strategies to acquire and purchase DME.
-Conducts data analysis for acquisition planning associated with DME.
-Analyzes and advises the customer on supply/DE purchases recommendations utilizing the "best value" approach.
-Conducts market research on product pricing and performance.
-Manages inventory, sets initial stock, par levels, and reorder points.
-Authorizes changes in expenditure and stock levels based on usage requirements and budgeting considerations.
-Researches opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvement.
-Utilizes best practices, principles and tools, concepts and methodologies to determine and evaluate supply system performance.
-Reviews and reports to Fiscal on listing of delinquent payments and receipt of purchase orders.
-Corresponds with procurement officials, vendors, project engineers and other stakeholders to resolve inventory issues.
-Handles highly specialized items which may require any or all of the following: sub-zero temperature control; delicate care instructions; sterile processing; and refrigeration.
-Coordinates rotation of emergency caches to prevent expirations and economy of supply while maintaining National Emergency Management stock levels.
-Manages consignment inventory compliance for non-VA owned product and ensures contractor meets obligations.
-Conducts wall-to-wall and periodic inventories to identify potential shrinkage issues or other supply chain discrepancies.
-Utilizes automated inventory management system such as General Inventory Package (GIP) or other equivalent system.
-Analyzes inventory management reports including due-in reports, pending backorder reports, outdated inventory reports, inventory balance reports and 90-day inactive reports.
-Reviews requisition documents to ensure that replenishment orders are approved and released.
-Prepares submissions to obtain approval and/or funding in support of expendable supply contracts.
-Administers the EX inventory management program by planning and reviewing inventory processes, functions, and related systems.
-Performs other related duties as assigned

The Inventory Management Specialist serves in a developmental capacity at the GS-7 level. Key functions will be similar to those described at the full performance level of the target position (GS-9). However, during the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills and abilities necessary to accomplish the work at the full performance level.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/01/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 7 position you must have served 52 weeks at the GS 5. For a GS 9 position you must have served 52 weeks at the GS 7.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience GS 7: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience gained working in a logistic setting and using or in support of inventory management policies and procedures, data processing requirements, and maintaining inventory control records in an automated system; experience in searching for and analyzing information and tracing sequences of inventory management transactions to resolve questions; providing supply information and reports to inventory customers; experience in position that required the use of supply principles, planning, inventory and accounting methods; and experience with inventory management systems and computer database applications, such as GIP or similar expendable inventory management system and office software programs.. OR,
  • Education: Applicants may substitute education for the required experience: To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelors degree may be used to qualify applicants for the GS-07.
Specialized Experience GS-9: One (1) or more years of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the Inventory Management Specialist at the GS-9 level. To be creditable, this experience must have been equivalent to at least the GS-07 level in the Federal service. Specialized experience is defined as, experience require comprehensive knowledge of a wide range of complex, standard, and non-standard inventory management and planning principles, concepts, and methodologies; practical knowledge of fiscal management requirements, budget execution, and reconciliation procedures; practical knowledge of procurement law and purchase care program; ability to search and analyze information, trace sequences of inventory management transactions to resolve questions, prepare entries for records systems, provide supply information and reports, and eliminate problems in delivering services to inventory customers; broad knowledge of technical characteristics and uses of medical and non-medical devices; broad knowledge of computerized inventory systems and ability to download and upload data to the appropriate databases; comprehensive knowledge of the GIP or similar EX inventory management system and the ability to use various computer database applications and office software programs; and ability to utilize effective communication techniques and methods OR,

Education GS-9: A masters or equivalent graduate degree or successful completion of two (2) full years of progressively higher level graduate education leading to such a degree or a LL.B. or J.D., if related to the Inventory Management Specialist position, obtained in an accredited college or university. The education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. TRANSCRIPTS REQUIRED. OR,

Combination Education and Specialized Experience GS-9: Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the position, may be substituted to meet the experience requirements of the position. TRANSCRIPTS REQUIRED.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handling devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area. Must maintain applicable training and licensing to operate assigned equipment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
