The Supervisory Publications Chief, located in the Office of Inspector General,

As a Supervisory Publications Chief, you will:

  • Serve as the primary advisor to the Director of the Office of Communications and Public Affairs in the Immediate Office of the Inspector General.
  • Manage and conduct a VAOIG-wide coordinated program and operation controlling the development, production, procurement, printing and electronic fielding of VAOIG publications.
  • Direct a publications staff to support a 1,000-plus workforce in planning and developing VAOIG-wide publishing objectives, policies, projects, systems, and methods required to ensure that the publishing services needs of proponents and publications products users are satisfied in a timely, efficient, and economical manner.
  • Formulate and disseminate plans, policies, and program objectives designed to promote quality customer publishing services.
  • Provide general direction, and broad policies and objectives for the management and operation of functional elements of the publications branch, including publication management, automation systems management, electronic media management, publications product acquisition, and resources management.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience:  For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14grade level in the Federal service. Specialized experience for this position includes:  
-Managing the development, editing, production, procurement, printing, distribution, and electronic fielding of publications for an organization.
Examples of such experience might include:
- Recommending publications goals, strategies, and plans required to meet objectives set by program agencies; OR
- Coordinating and organizing reports, publications, congressional testimony, and other materials for public distribution; OR
- Conducting briefings to high-ranking officials, diverse audiences, public organizations, and other entities; OR
- Conducting independent research on and using current communications and electronic communications techniques and methods; OR
- Utilizing publication marketing techniques to increase knowledge and participation with government oversight programs and services; OR
- Planning, directing, and coordinating long range plans and daily operations regarding public-facing educational and outreach campaigns; OR
- Developing high-level publication plans that evaluate program effectiveness, including the use of metrics and providing recommendations for continuous improvement.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT
- A one year probationary period may be required.
- A one year supervisory probationary period may be required.
- Public Trust – Background Investigation will be required.
- Must successfully complete a background investigation.

- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- Obtain and use a Government-issued purchase card for business-related travel.
- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
