Summary

The Program Application Specialist position is responsible for meeting the Fargo VA Medical Center's computer applications orientation and training needs and in supporting and facilitating software utilization that will allow the delivery of quality patient care, maximize patient safety, workflow efficiency minimize disruption to end users and clinical staff. This position aims to integrate personnel and fiscal processes necessary using VA Light Electronic Action Framework (LEAF).

Duties Include, but are not limited to:

  • Performs work in the development of courses for instructional training programs.
  • Develops and modifies full-length courses in well-established areas of a subject matter field.
  • Develop or adapt new or revised training or testing materials for formal course use.
  • Conducts studies and performs analyses on course-related subjects and/ or coordinates activities involving programs of instruction.
  • Serves as facility LEAF Administrator.
  • Creates, assigns, and removes permissions for the system; creates custom forms; designs workflows; and trains site users and staff on the system.
  • Serves as a lead technical expert on web product development and management and is responsible for administration and maintenance of the LEAF system.
  • Consults with the necessary entity to identify priorities for the LEAF system and opportunities to improve the Agency's efficient use of the system.
  • Develops data, creates reports, and measures trend analyses and functions in program areas for conformity.
  • Designs projects, develops structured information management systems, and recommends appropriate methodologies, including applicable statistical analyses, for planned activities that will result in new or improved process solutions.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/01/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.Examples of specialized experience would typically include, but are not limited to: Analyzed and evaluated statistical issues, survey and study methodology to evaluate the program operations; Understanding of basic accounting and budget structure; Collaborated orally and in written form and able to deliver presentations; Comprehensive understanding of policies, laws, and Federal Regulations that affect the program; Performed conflict and problem resolution and maintain functional relationship between government and community; Planned analytical studies of organizational design and prepare corresponding reports; Perform administrative support functions to support the service line (this experience must be well documented in your resume or application package).

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's degree or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.M. or J.D., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position.

The Fargo VA Health Care System (HCS) is a Joint Commission accredited medical/surgical hospital with 36 acute care beds, a 38 bed Community Living Center, Primary Care and Specialty Clinics, and 10 Community Based Outpatient Clinics (CBOCs). Our CBOCs are located across North Dakota and northwest Minnesota.

The Fargo VA HCS oversees the provision of health care to more than 36,000 Veterans living in North Dakota, 17 counties in northwest Minnesota, and one northeast South Dakota county. The Fargo VA HCS has approximately 300,000 outpatient visits annually. The Medical Center is affiliated with the University of North Dakota School of Medicine and Health Sciences, providing training to medical students, and Internal Medicine, Psychiatry, and Surgery resident physicians. The facility is also a training facility for nursing and allied health care students.

The Medical Center is located in a quiet north Fargo neighborhood near the Red River within walking distance to a bus stop, parks, walking/bike paths, and a golf course. The Medical Center is also just down the street from North Dakota State University, the Fargo dome, restaurants, hotels, and downtown Fargo.
