Duties

Help
  • You will serve as the Spectrum Manager within Military Support Division (N67).
  • You will be accountable to the Force Communications Officer for coordination, procurement of frequency resources, the engineering of frequency assignments and assessment of NSW terrestrial, satellite shipboard and airborne radio frequency (RF).
  • You will provide direct Frequency Management support to all NSW Echelon III activities' Frequency Managers.
  • You will be liable for preparation of engineering data for frequency, telecommunications, and other Communications-Electronics(C-E) matters for all Naval Special Warfare Force ground, mobile, maritime (surface and subsurface) and airborne RF systems.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a Top Secret/SCI clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 441-Network Operations within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to consent to Counterintelligence (CI) polygraph.
  • Call back and emergency overtime maybe required.
  • Graduate of the Inter-service Radio Frequency Management School (IRFMS) or Army Spectrum Management course (Desired) within 12 months of hire.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Experience Preference:
- Three or more years of experience in an RF related position and/or tactical (Line of Sight and SATCOM) communications.
- Experience within the Naval Special Warfare Community, or within SOF

Certification Requirement:
- NTIA Spectrum Management Course or equivalent courses

OR

- Spectrum Operations Apprentice Course (SOAC) (Keesler AFB - DoD)

OR

- Electromagnetic Spectrum Management (ESM) course (Ft. Gordon-Army)

*NOTE: This is required for Spectrum XXI access. If employee has not been to one of these courses, but does have tactical comms experience and understands RF fundamentals, they can attend a virtual 10 day course through DISA/JSC (Joint Spectrum Center).

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

This is an obligated position. The former incumbent has return rights to this position under PL 86-585.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may or may not be authorized.

Recruitment incentives may or may not be authorized to eligible new hires.

This position is covered by the Department of Defense Priority Placement Program.
