Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Buffalo Field Office, Under the Area Port of Champlain, physically located in Alexandria Bay, New York.

Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to provide for the inventory and safe storage of seized illegal narcotics and prohibited goods that have not met the requirements for entry into the U.S. This position starts at a salary of $64,649.00 (GS-11, Step 1) to $100,739.00 (GS-12, Step 10) with promotion potential to $100,739 (GS-12 Step 10).Apply for this exciting opportunity to strengthen Homeland Security by providing expert technical advice to contacts in and outside of Homeland Security on materials/items seized.

As a Seized Property Specialist, you will become a key team member of Homeland Security professionals overseeing the inventory and safe storage of seized illegal narcotics and prohibited goods. Typical work assignments include:

  • Responsible for complying with the requirements established by CBP policy in the Seized Asset Management and Enforcement Procedures Handbook (SAMEPH) for the custody, preservation, and disposition of seized or forfeited property through to solution, within the FPF Officer's (FPFO) authority.
  • Reviews all seized property documentation for accuracy and completeness and as necessary, requests additional information from the appropriate seizing officer.
  • Utilizes CBP automated systems to identify and account for all seizures within their area of responsibility.
  • Generates and analyzes seized property management reports and is responsible for making all necessary corrections/edits.
  • Responsible for the operation of the certified OFO permanent seizure vault(s) under the FPFO. Ensures that all seized property stored in the certified OFO permanent seizure vault complies with the packaging, labeling, and storage requirements.

Qualifications

Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Generating and analyzing seized property management reports and making all necessary corrections/edits.
  • Advise the supervisor on problems, recommending solutions, and broadening their operations scope by involving the FPF Office on various issues.
  • Providing guidance to CBP and other DHS entities concerning seized property processing.
  • Responsible for the operation of the certified OFO permanent seizure vault(s) and ensuring all seized property stored in the certified OFO permanent seizure vault complies with the packaging, labeling, and storage requirements.
  • Monitoring the turnover of seized property for storage in the certified permanent seizure vault or national seized property contractors to ensure compliance with established timeframes set by national policy and procedures.
GS-11 Education Substitution:
You may substitute a Ph.D. or an equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in any field, or L.L.M for the experience required at the GS-11 grade level. Such education must have been obtained in an accredited college or university. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. You are required to submit proof of your claim.

Combining Experience and Education: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours in excess of the amount required for the next lower grade level, by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%.

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Verifying all documentation for accuracy and completeness and requesting additional information from the appropriate Customs and Border Protection (CBP)/Homeland Security Investigations (HSI) field personnel.
  • Providing technical direction on complex issues pertaining seized property activities to CBP and HSI field personnel on operational and administrative matters.
  • Overseeing the acceptance of seized property for storage in the OFO permanent seizure vault and consigns property to the national seized property contractors.
  • Developing and providing guidance and training to DHS employees in regards to seized property processing activities.
Education Substitution: There is no substitution of education for specialized experience at the GS-12 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 06/24/2021.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Polygraph Examination: CBP has the authority to conduct a polygraph for the Seized Property Specialist position, however, at this time a polygraph is not a pre-employment requirement. If CBP decides to implement the polygraph as a pre-employment requirement while you are in the hiring process, CBP will notify you and provide additional information.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Additional information

Bargaining Unit: This position is covered under the bargaining unit.

Training: If you have not done so, mandatory completion of the six and half (6 1/2) weeks Seized Property Specialist training at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA is required for this position.

Motor Vehicle Operation: You must possess a current valid State driver's license at the time of appointment.

May be required to operate a forklift, pallet jacks and utilize other methods for handling materials/warehousing equipment.

Uniform: This position requires you to wear an officially-approved uniform while in a duty status.

Physical and Medical Requirements: You must be able to meet job-related medical and fitness standards.

Firearms Requirement: You will be required to carry a firearm and maintain firearm proficiency. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition. You will be required to certify whether you have ever been convicted of such an offense. False or fraudulent information is criminally punishable by fine or imprisonment.


Overtime/ Travel: Position may require unscheduled overtime and extensive travel for extended timeframes.
