SIU is responsible for conducting investigations involving allegations of misconduct on the part of high level Department of Transportation (DOT) employees, violations of the Whistleblower Protection Act, and violations of, or noncompliance with, legislative or administrative requirements relating to DOT programs. Cases may concern public safety, have large economic stakes or highly sensitive issues, and involve high level DOT and business officials.

The nature of the cases involves difficult and complicated legal questions or factual issues as they relate to the DOT. The incumbent is responsible for independently developing and conducting civil and administrative investigations and providing analysis for cases, which can be extremely complex or of major importance. Cases may also have large economic stakes or be highly sensitive issues potentially involving high level DOT officials, prominent businesses or government officials, as well as cross governmental jurisdictions. Cases may also involve Agency Heads, and in some specific circumstances, OIG personnel. These cases have potential to develop into a very delicate matter which could possibly embarrass high ranking officials.

The incumbent conducts investigations and prepares the investigative case which includes: identifying the primary nature of the allegations (civil, criminal, or administrative), specifying the potential violations of law, rule, or regulation, specifying the focus of the investigation (subject/targets), considering coordination of investigative efforts with other authorities, projecting the type of evidence that will be required, determining possible sources of information and how to obtain the required facts, and projecting the investigative steps and strategies that should be employed. In addition, the incumbent conducts investigative interviews, record searches, analyzes evidence, and gathers information relevant to the investigations.

The incumbent is responsible for preparing a variety of written products, needing minimal management editing, such as: investigative summaries; reports of investigation; memoranda to operating administrations; subpoenas; affidavits; memoranda of activity; and interview summaries.

CONDITIONS OF EMPLOYMENT:

  • BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals. Appointment will be subject to the applicant’s successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
  • PRE-EMPLOYMENT DRUG TESTING: Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it’s still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
    TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
