The following are the duties of this position at the full working level. If you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.

  • Assists the managers with the development and execution of the operational plan for effective resource deployment across teams; serves as a confidential employee in monitoring and addressing sensitive and confidential matters including Congressional, statute cases, Treasury Inspector General Tax Administration (TIGTA) referrals, unauthorized access (UNAX), and employee tax issues; has involvement in formulating and effectuating the organization's policies and procedures and as necessary determines corrective actions addressing processes and personnel; obtains performance feedback and assesses the performance of team managers and employees; provides evaluative input through appropriate management chain; and ensures that taxpayers' rights are upheld and the application of tax law is both consistent and proper.
  • Serves as a resource person for the front-line managers and tax examiners, working the various types of cases and priority listings. Resolves complex issues/inquiries, citing applicable tax laws when necessary, and determining the methods, techniques or customer actions used/needed to resolve difficult matters. Communicates these issues/inquiries to appropriate parties to further educate/train the tax examiners. Extends/shares information with all site/operation employees on issues that impact case processing. Instructs classes for internal and external customers on all issues, especially in the area of functionality specific programs and procedures.
  • Reviews and analyzes reports (e.g., Quality Measurement System, Centralized Inventory Systems) that relate to division/operation's work units, employee surveys, customer comments and feedback and other relevant data to develop recommendations and implement improvements. Provides leadership for assigned program areas and as a senior management representative works in partnership with NTEU to enhance the organization's business results, customer satisfaction and employee satisfaction.
  • Analyzes and evaluates the efficiency and effectiveness of the local organization's processing of programs, operations, and accomplishments, apprising management of critical items. Provides direction and guidance for program continuity and transition. Identifies procedural and systemic problems within the operation and provides evaluative comments to management addressing the performance of the operation's systems, processes and personnel.
  • Performs fact-finding, analysis, reporting, advising, communicating, and coordinating activities in connection with monitoring and guiding programs. Formulates and recommends changes and improvements in policies, practices, methods, and procedures for the operation. Communicates on a regular basis with other offices and Headquarters the national office on trends, technical and procedural issues related to the operation's programs.

- Alternative work schedule, staggered work hours or telework may be available.
- If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 150-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.

- File a Confidential Financial Disclosure Report within 30 days of selection and annually from then on.
- The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.

- The employment of any candidate, including a current employee or a new hire, selected for this position will be conditional on obtaining and maintaining a High Risk Security Clearance.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

SPECIALIZED EXPERIENCE: GS-11 LEVEL: At least one (1) year of specialized experience equivalent at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Your specialized experience must demonstrate knowledge of IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals; Experience using knowledge of cross functional programs and their interrelationship with assigned program to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations; Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and, recommend alternatives; Skill in recognizing significant tax issues and enforcement changes that impact assigned programs in order to revise procedures or recommend changes in basic implementing regulations; Experience using knowledge of the principles of management planning, program and process analysis, management reporting procedures and available system capabilities to resolve operating problems, and providing statistical data or other management information reports; Skill in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information

OR
EDUCATION: PH.D or equivalent doctoral degree that demonstrated the necessary knowledge, skills and abilities to do the work.

OR

COMBINATION OF EXPERIENCE AND EDUCATION: Three (3) full academic years of progressively higher level graduate education leading to a doctoral degree in a related field of study that demonstrated the necessary knowledge, skills and abilities to do the work. OR LL.M., if related.

MEET TIME IN GRADE (TIG) REQUIREMENT: Under merit promotion procedures, Federal Applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS.
