Duties

Help
  • Collaborates with the other Enterprise Architects, and is responsible for documenting and evaluating architectures systems/components for Enterprise use.
  • Develops and evaluates mission/activity business processes providing effective planning, organizing, directing, coordinating, evaluating, and controlling of Enterprise Architecture (EA) activities to reduce architecture complexity, redundancies, etc.
  • Independently conducts research on emerging technologies for core system technology stack, and documents product capability/categorization for the senior Enterprise Architect to review.
  • Collaborates with other Enterprise Architects in monitoring OCIO's investment portfolio by analyzing FSIS's portfolio to ensure accurate investment to segment architecture alignment.
  • Serves as an advisor to customers and communicates EA-related information regarding change recommendations, assessments, feasibilities, data calls, modifications/additions to EA, etc.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including the basic requirement, and specialized experience or education, as defined below.

BASIC REQUIREMENT: Experience must be IT-related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Individuals must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the Basic Requirement above, applicants must also meet the Minimum Qualifications below.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience or education for the respective grade level(s) to which you are applying:

GS-09
Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service that includes:

  • Applying enterprise architecture (EA) reference models, goals, and objectives to participate in developing preliminary design specifications;
  • Monitoring changes in policy, guidelines, legislation, and sources of technical data for potential impact on EA;
  • Weighing the impact of variables such as cost, variations in electronic and other equipment characteristics, and equipment availability; and
  • Resolving questions and problems in program requirements or other conditions;

OR
Education: Master's degree or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree. Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or be a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service that includes:

  • Developing procedures and guidelines to supplement established technical regulations;
  • Evaluating existing software and hardware solutions to ensure adherence to enterprise architecture (EA) standards;
  • Identifying new technologies for enterprise-level business solutions; and
  • Ensuring information technology (IT) systems are up-to-date and conform to EA plan requirements;
OR
Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or be a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

GS-12
Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service that includes:
  • Applying enterprise architecture (EA) reference models, goals, and objectives to identify and document software components, function, and relationships;
  • Applying EA structure, configuration management principles and methods, and reference model design and documentation techniques to develop recommendations to identify and provide solutions;
  • Accomplishing studies, technical review, planning, and policy development to define information technology (IT) requirements, program objectives, methodology, and technological aspect of systems and subsystems; and
  • Evaluating approaches for satisfying communications requirements by defining, coordinating, and planning user requirements for equipment, systems, and/or services.
Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
