Duties

Help

  • Conducts tests and evaluates firearms and related materials; prepares official reports regarding test results which will be used by Special Agents in completing criminal investigations.
  • Prepares technical data with respect to nomenclature design, construction and operation of firearms destructive devices and various types of ammunition.                               
  • Provides support/assistance to U.S./District Attorneys in the preparation of cases involving firearms and ammunition.
  • Analyzes, evaluates and disseminates information of technical interest on new firearms, ammunition, and other devices being marketed which fall within the purview of the GCA.
  • Assists with training programs designed for Special Agent/Industry Operations Investigators regarding the identification of firearms, ammunition and other related devices.
  • Handles firearms and related equipment on a regular basis; operates firearms silencer test equipment.
  • Attends and participates in, and complete external training programs as directed by the Firearms and Explosives Industry to enhance overall firearms technical knowledge.
  • Testifies as a witness in Federal and state courts and writes detailed technical reports for use in criminal prosecutions.

Qualifications

To qualify for the GS-11 candidates must also have at least one year of specialized experience equivalent to the next lower grade level at the GS-9.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.  Examples of specialized experience include:

Experience utilizing and/or implementing the basic regulations and statutes of the Gun Control Act of 1968, the National Firearms Act of 1934, the Arms Export Control Act of 1976 and the applicable amendments to these statutes; experience identifying, examining, assembling/disassembling, and test-firing military and commercial firearms and ammunition; experience working with general shop tools and equipment; experience following safety protocols; and experience writing detailed reports.

OR you may qualify for this position with a Ph.D. OR equivalent Doctoral Degree OR 3 full years of progressively higher-level graduate education leading to such a degree. OR LL.M., if related or equivalent degree that demonstrates the competencies needed to do the work of the position may be substituted for the experience required; OR a combination of education and experience as listed above.

The GS-11 salary range starts at $72, 750.   If you are a new federal (civil service) employee, your starting salary will be set at the Step 1 for this position and the grade level for which you are selected.

  • Knowledge and skill in the use of shop machinery such as; lathes, drill press and specially  designed testing equipment; and the ability to operate machinery and use hand tools.
  • Knowledge of the fundamental operating principles of a variety of firearms including; muskets, cap and ball firearms, breech loading, muzzle loading, semiautomatic/automatic firearms, military firearms and silencers and related components.
  • Knowledge of and understanding of standardized test equipment and instruments utilized for the purpose of firearms examination.
  • Ability to communicate orally and in writing  complex data regarding firearms, ammunition and other related devices;  to prepare reports of technical examination and re-examination of firearms and ammunition.

 If you meet the minimum qualifications, you will be placed in one of the following categories:

  1. Gold: Applicants possessing experience that substantially exceeds the minimum qualifications of the position and demonstrate high proficiency in all of the critical competencies, including all Selective Placement Factors (SPF), as determined by the job analysis.
  2. Silver: Applicants possessing experience that exceeds the minimum qualifications of the position and demonstrates acceptable proficiency in all of the critical competencies, including all SPF’s as determined by the job analysis.
  3. Bronze: Applicants possessing experience that meets the minimum qualifications of the position and demonstrate basic proficiency in most of the critical competencies, including all SPFs as determined by the job analysis.
