Duties

Help
  • Provides leadership and areawide direction to implement the technical aspects of the Natural Resource Conservation Services Highly Erodible Land(HEL) and wetland policies.
  • Develops and reviews wetland mitigation and restoration plans and ensures they meet NRCS specifications and policy. Works with the wetland mitigation banking program to review mitigation sites.
  • Provides training to NRCS staff and direct technical assistance and policy guidance tofield staff relating to Environmental Compliance requirements under the National Environmental Policy Act (NEPA).
  • Develops materials and technical tools for use by technical staffs in conducting wetland determinations and delineations on agricultural and nonagricultural lands.
  • Maintains effective working relationships with partners.
  • Conducts technical review of the NRCS record and develops draft appeal responses for issuance by the State Conservationist while ensuring that wetland and HEL determinations were completed according to policy.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Education

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. ;OR

Combination of Education and Experience: Courses equivalent to a major, as shown in above, plus appropriate experience or additional education. Note: For a degree in a related discipline to be acceptable for consideration, it must include 24 semester hours in subject areas described above.

In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:


Specialized Experience to qualify for the GS-07 level: To qualify for the GS-07 level, you must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include experience that has equipped you with the necessary competencies to successfully perform the duties of this position. For this position specialized experience is defined as conducting scientific studies of land management and natural resources program including 1.) Conducting studies using fact-finding and evaluation techniques; 2.) Analyzing data associated with environmental studies. Substitution of Education for Specialized Experience: 1 year of graduate-level education related to this position.OR

Combination of Education and Experience: an equivalent combination of experience and education as described above (the total percentage must equal at least 100 percent to qualify).OR

Superior Academic Achievement in a bachelor's degree curriculum directly related to the work of the position. To qualify for superior academic achievement, you must have ONE of the following: (1) standing in the upper third of your college class or major subdivision at the time you apply; (2) grade point average of B (3.0 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; (3) B+ (3.5 on a 4.0 scale) or its equivalent for all courses completed in a related discipline, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; OR (4) election to membership in one of the national honorary scholastic societies that meets the requirements of the Association of College Honor Society;

Specialized Experience to qualify for the GS-09 level: You must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include experience that has equipped you with the necessary competencies to successfully perform the duties of this position. For this position specialized experience is defined as conducting scientific studies of land management and natural resources program including 1.) Conducting studies using fact-finding and evaluation techniques; 2.) Analyzing data associated with environmental studies; AND 3.) Develops informational/educational programs, flyers, or handouts to inform the general public on conservation efforts of an organization.

Substitution of education in lieu of specialized experience: Possess two years of progressively higher level graduate education leading to a masters degree or masters or equivalent graduate degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR

Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. OR

  • Physical Demands: The work is performed in the office and field. Field work requires regular physical exertion related to wetland work such as walking over rough ten·ain, jumping ditches, or climbing steep banks to make on-ground observations for making wetland determinations and evaluating maintenance requests. Work may require frequent lifting and carrying of equipment weighing up to 45 pounds.
  • Work Environment: The work is performed both in the office and the field requiring common sense precautions typical of these settings. Field work involves regular and recurring exposure to all types of weather conditions, insects, and snakes. Exposm-e to discomfort from such extremes as heat, cold, rain, snow, and other inclement weather is encountered when performing the field work.
