This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 .


As an IT Specialist (ENTARCH) at the GS-2210-12/13 some of your typical work assignments may include:

  • Interpret, evaluate, and assist in development of IT program management approaches, emerging IT best practices, IT-related performance measures and quality management, information assurance/cybersecurity, test and evaluation processes, verification and validation processes, and fielding and sustaining IT systems.
  • Engage key stakeholders and senior leaders to facilitate strategy and innovation planning.
  • Work with other enterprise architects and key stakeholders to define a strategic plan for using integrated business architecture as part of the enterprise architecture.
  • Develop and govern application and/or data architecture including but not limited to capability maps, business services, business processes, requirements, and associated definitions and attributes.
  • Build deliverables that illustrate how to strategically move the business forward.
  • Identify application and/or data process optimization and automation opportunities.
  • Use application and/or data architecture tools and techniques, such as process models, capability modeling, DoDAF modeling, NIEM interface modeling, UML modeling, mind-mapping, use case, modeling, and requirements modeling.
  • Participate in architecture development and governance, including business architecture, information/data architecture, application architecture, and technical architecture.
  • Consult with business facing projects and maintain knowledge of their progress.

Qualifications

You may qualify at the GS-12 if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:

  • Review organizational enterprise architecture strategy.
  • Assist in developing enterprise architecture products which are adaptable to changing mission needs.
  • Providing expert advice to component organizations in achieving architectural approaches to structuring technology data and software applications in support of critical missions.

You may qualify at the GS-13 if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • Developing organizational enterprise architecture strategy.
  • Developing enterprise architecture products which are adaptable to changing mission needs.
  • Providing expert advice to component organizations in achieving architectural approaches to structuring technology data and software applications in support of critical missions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.

  • This position has been identified as covered by DoD 8570.1-M, Information Assurance Workforce Improvement Program. Incumbent must meet training and/or experience requirements defined in DoD 8570.01-M Information Assurance System Architecture and Engineering (IASAE) Level 1 certification within six (6) months of incumbency and maintain that certification while in this position.
