DUTIES AND RESPONSIBILITIES:

Serves as the OIG Budget Analyst responsible for managing OIG budget funds, to include the annual and multi-year funds, salaries and expenses, and programmatic funds. Responsible for the budget formulation, budget execution, and performance management.

The incumbent will have strong knowledge in the federal budget process. Generates costs for budget submissions and Congressional Budget Justification (CBJ). Performs justification and execution materials for submission through the agency and ultimately OMB. Leads coordination efforts with key personnel. Serves as an accurate source of information on budget matters for the OIG and OMB.

Coordinates budgetary actions, apportionments, and reprogramming of funds. Monitors budget and program performance against spend plan; makes budgetary adjustments and/or reprogramming of funds as required. Works with Program Leads to develop annual spend plan and acquisition plan.

Provides financial and accounting oversight and performs certification of funds. Ensures the accuracy of all financial transactions. Approves acquisitions, travel vouchers, purchase card reconciliations, federal and non-federal payments through associated systems. Generates manual obligations through shared services as required.

Reviews financial reports and performs analyses on program performance against funding. Resolves discrepancies with the appropriate office, or shared services. Coordinates with Contracting Officer Representatives and Program Leads regarding open obligations; review variances, comparing actual to projected costs analyses. Performs regular payroll reconciliations and analysis.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the NY-03 pay band, which would be at or equivalent to the GS-12 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized experience for this position includes:

Performance as a budget analyst, budget formulation and execution, financial analysis and the formulation of budget cost estimates, funds control, and compliance. Strong knowledge of budget cycle process and appropriations law.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Such experience must be clearly documented in the applicant's resume.

Education

Degree in Finance, Accounting, Business Management, or equivalent (acceptable).
