Major Duties:
Develop, implements, and ensures compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for time management of a business line of IT Programs
Plan, documents, and implements congressional and executive level policy changes that impact IT resource requirements.
Exercises significant responsibilities in dealing with officials of other sections and in advising senior management.
Develops and maintains short-range (1-5 year) plans which establish priorities and set goals for IT system planning.
Evaluates IT program needs and determines where changes to existing guidelines are required and develops and/or recommends changes necessary to accomplish these plans.
Identifies and evaluates future and emerging technologies for use and interoperability of leading-edge technology across the organization
Consults with customers to evaluate functional requirements and translate functional requirements into technical solutions
Oversees writing of technical documentation and reports, prepares white papers, position papers and executive memorandum describing results of evaluations, analysis, and recommendations regarding implementation of new technologies used to determine courses of action that will impact all VA sites
Has full responsibility for supervising multiple GS-14, GS-13 and GS-12 supervisory and non-supervisory positions, in addition to fundamental supervisory authorities and responsibilities.
Conducts strategic and tactical planning for Endpoint Engineering and Enterprise Messaging, Collaboration, Authentication and Office 365 Services (EMCAO) activities on a quarterly, annual, and multi-year (1-5) basis which establish priorities and set goals for IT system planning.
Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

GS-15 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Specialized experience includes providing mastery level policy and planning; establishing performance metrics; providing IT program management; providing technically sound IT investment decisions/recommendations that tie into capital planning of corporate messaging and collaboration tools technologies; leading a diverse technical team that is geographically dispersed across the country; providing direct supervisory responsibilities, assigning tasks and establishing priorities; and communicating with various entities in and outside of the organization. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
Per Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not usually be part of the employee's position is creditable; however, the experience is considered creditable when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignments.
