Duties

Help
  • Develops, plans, oversees, and executes a program of geographic support to policy and intelligence officials, incorporating mission goals through oversight and supervision of the production of maps, graphic visualizations, and data analysis.
  • Serves as the Department’s senior expert on foreign geographic names, advising Department Bureaus and Offices on the proper use and application of geographic names in Department publications, foreign interactions, and media statements.
  • Provides guidance and supervision for organizing, cataloging, searching, and archiving digital geographic data and cartographic products.
  • Advises senior officials on the application of Geographic Information Systems and geographic data to military conflict and humanitarian emergencies and other international crises, as well as negotiations regarding boundaries and territorial disputes.
  • Serves as the Department’s liaison with counterparts in the Intelligence Community, other U.S. government agencies, international organizations, and non-governmental organizations to foster exchange of boundary information and geographic data.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants MUST meet the required basic entry qualification requirements described below:

BASIC REQUIREMENT:

A. Have an undergraduate or higher level degree from an accredited college or university in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non- business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

OR

B. Combination of education and experience--courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, AND related mathematics, as shown above, PLUS appropriate experience or additional education.

IN ADDITION to meeting the basic entry qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-14 level in the Federal service. Qualifying specialized experience must demonstrate the following:

  • Experience providing all-source intelligence support and recommendations to senior management/officials or policymakers related to geospatial, mapping, and boundary and sovereignty issues.
  • Experience developing goals, objectives, and plans for the collections and analysis of intelligence information and in establishing intelligence collection priorities.
  • Experience providing expert representation for your agency or organization at domestic and/or international fora on cartography, geospatial information, or boundary and sovereignty issues.

When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience (for example, 6 months equals 50%) and the percentage of graduate study (for example, 9 graduate hours for a GS-07 equals 50% where 18 graduate hours constitute a full time year) must total at least 100%.
