Duties

Help

Plans and performs a variety of complex assignments and develops new methods, approaches, and procedures involving information systems and technology to meet the needs of OIG audits, investigations, and other units as a senior specialist.

Develops, implements, and coordinates activities designed to ensure the integrity, confidentiality and availability of information systems and ensure that all information systems conform to NSF technology and architecture standards.

Prepares and evaluates information systems security documentation (e.g., systems security plans, risk assessments, disaster recovery plans, business continuity plans, and user security guides) as technical authority.

Advises senior OIG staff on the office's IT needs, develops IT processes for the office, and prepares written standard operating procedures (SOPs) for staff as an expert and senior specialist.

Provides expertise in the development, configuration, installation, and maintenance of the OIG local area network, personal computers, and applications that support critical OIG operations.

Serves as the senior IT specialist responsible for normal daily operations of the entire NSF OIG IT network connections, forensic hardware, all peripherals, and all investigative tools used by OIG members which include NUIX and Intella. The responsibility includes identifying and installing updates as needed, tracking the hardware and software, independently resolving in-depth hardware and software problems, identifying process gaps, and creating solutions to fix the gaps and ensuring the tools are properly prepared prior to use by OIG agents. Proactively and independently, corrects critical IT issues by defining and integrating problems. (50%)

Develops, implements, and oversees IT infrastructure. This includes server maintenance, network storage upgrades, backup system operations, user workstation maintenance and upgrades, and maintaining an alternate investigative network located within OM. Proactively and independently corrects network, software, and hardware issues as those identified by the specialist. The network issues could include hardware such as switches or cables, or software such as the routing of systems. The software issues include operating system, Macintosh or Windows, glitches, or application issues such as Oracle Database, NUIX, Intella, or any other application used within OM. The hardware issues include hard drive failures, backup system configuration problems, and any other hardware problems.

Maintains and upgrades all software, operating systems, and software used in OIG which is purchased and maintained completely independent of NSF enterprise helpdesk. Implements workstation and server operating system patches and security updates, maintains, and updates core image for use on all systems, and deploys the updated image on a regular schedule to all OIG systems as a senior specialist.

Supports OM inventory requirements by maintaining accurate current inventory of all accountable property and interacts with NSF during regularly scheduled inspections. Manages the OM property purchasing program by identifying, purchasing, and maintaining purchasing proposals, interfacing with the purchasing contractor and NSF OIG budget personnel during purchasing cycles and tracking all incoming equipment.

Develops and provides informal and structured IT training and research trends in IT.

Interacts directly, with all users of assigned systems to provide assistance, operational support, and critical problem solving.

Conducts and coordinates meetings with vendors to identify solutions to current OIG resource requirements, devise future requirement needs and recommend best solutions from among various vendors. (50%)

Maintains the OIG website and handle other duties as assigned.

Qualifications

Applicants must have IT‐related experience (which may be may be obtained by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate) demonstrating each of the four competencies listed below:

In addition to the competencies, applicants must meet the specialized experience below:

To qualify at the GS-14 level you must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service.  Specialized experience is work that involves leading and managing the planning and delivery of infrastructure systems and services including network systems and services, systems administration and datacenter operations, and database management systems, in response to agency requirements.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
