This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 .

As a CONTRACT SPECIALIST at the NH-1102-4 some of your typical work assignments may include:

  • Acquisition planning and developing the contractual strategy to be used in the acquisition of a specific program element.
  • Contract planning, negotiation, award, administration, and the closeout of Missile Defense Agency contract activities at an expert level for fixed price and cost reimbursement Federal Acquisition Regulation (FAR) based contracts and non-FAR based contracts.
  • Conduct independent reviews of procurement programs to determine management effectiveness and compliance with applicable laws, regulations, and policies.
  • Analyze and evaluate sources of supply and their status pertaining to research and development, major weapons systems, Foreign Military Sales (FMS), engineering services and Advisory and Assistance Services, as well as being familiar with technical requirements or the services and equipment, including program objectives to advise during pre-solicitations and to conduct the negotiation.
  • Plan, prioritize, organize, monitor, and evaluate work activities to meet time lines and accomplishing goals within established schedule and budget.
  • Negotiate individual contracts within the program to obtain services and/or products for the Government at a fair and reasonable cost within acceptable time frames.
  • Serve as a procuring contracting officer with an unlimited warrant.

You may qualify at the NH-04, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:

  • Experience with contract planning, negotiation, award, administration and closeout of contract activities in support of major defense weapon systems, research and development, test and evaluation-complex services, or Foreign Military Sales (FMS), including knowledge-based, systems integration and engineering.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1102, series as listed below:

A. A Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
B. A Current civilian personnel in DoD, in any occupational series, who occupied a similar occupational specialty to the GS-1102 while serving in the military on or before September 30, 2000.
OR
C. A Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.   • Determination of How Best to Satisfy Requirements for the Mission Area. Provide proactive business advice on requirements documentation based on analysis of requirements and performance-based approaches to find the best solution to satisfy mission requirements. Conduct market research using relevant resources prior to solicitation to understand the industry environment and determine availability of sources of supply and/or services. Perform acquisition planning by considering all available sources and methods of procurement to satisfy mission needs while appropriately allocating risk.
  • Proposal Evaluation (Contracting by Negotiation)Evaluate proposals and quotes against evaluation criteria and request technical and pricing support, if needed, to identify offers that are acceptable or can be made acceptable.
  • Preparation and Negotiation Prepare for negotiations / discussions / awards by reviewing audit and technical reports, performing cost and/or price analysis (or reviewing price analysts reports), and developing pre-negotiation posit Negotiate terms and conditions (including price) based on the pre-negotiation objective and give-and-take with the offer or to establish a fair and reasonable price.
  • Contract Performance Management Administer contract by monitoring contracting officer representative's feedback, contractor performance, and enforcing contractor compliance with contract requirements. Ensure past performance evaluation is initiated to ensure documentation of performance including contracting officer input. Analyze, negotiate, and prepare claims file in order to issue final decisions. Resolve contract performance problems by gathering facts, determining remedies, and initiate remedial actions in order to find and provide a solution.
