Duties

Help
  • Provides data and database maintenance well as national management support for the Soil and Plant Science Division and the Soil Science and Resource Assessment Deputy Area.
  • Evaluates soil laboratory data within the Soil and Plant Science Division, providing reports on a regular basis and as requested.
  • Provides comprehensive input in improving processes, policies, systems, and procedures to ensure efficient and effective program management activities for the organization.
  • Plans, implements, evaluates, and compares analyses of soil laboratory data from the Kellogg Laboratory for effectiveness and efficiency measurement activities.
  • Advises the National Soil Survey Center Director on all laboratory aspects of assigned programs and initiatives.
  • As assigned, represents the Soil and Plant Science Division on committees, task forces, and other technical or strategic planning groups involving assigned Program functions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience, as defined below.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level(s) in which you are applying:

Time In Grade Requirement: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted).

Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include:

  • analyzing policies, procedures and directives ensuring compliance
  • identifying program trends or weakness which may affect the current policies and developing corrective actions to report findings; and
  • researching and investigating existing business management practices for application to agency and program operations.
Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include:
  • analyzing and implementing the execution of policies, procedures and directives ensuring compliance
  • analyzing and evaluating new or modified programs or management policies to determine if changes are needed
  • researching and investigating existing business management practices for application to agency and program operations; and a
  • applying quantitative and qualitative methods to analyze and create complex data sets.

Note: There is no education substitution for the GS-12/13 level.
