Duties

Help

At the entry level of this position, you will: 

  • Evaluate financial data and reports to determine the financial health of state and municipal water programs, generate and interpret accounting and financial reports to provide oversight and administration of Federal Financial Assistance Agreements
  • Review and analyze Intended Use Plans, annual reports, financial statements, and other pertinent documents to determine state and recipient compliance with the Clean Water Act, Safe Drinking Water Act and loan agreements; identify unusual items in financial statements that might distort the financial condition State Revolving Funds (SRF) programs; perform transaction testing
  • Serve on a team of multi-disciplined technical, financial and administrative personnel in conducting a complete oversight review of state and SRF recipients' performance in meeting program requirements; review the financial and accounting aspects of state SRF programs to identify potential problems and make necessary recommendations which may require the development of new methods and procedures in the Program Evaluation Report
  • Provide basic guidance and assistance to regional and state staff regarding the administration, management and financial responsibilities of federal assistance recipients for infrastructure projects

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as assisting in reviewing and analyzing reports and financial statements to determine compliance with financial agreements, generating and interpreting financial reports to assist management with oversight; reviewing audits of programs to ensure the overall soundness of programs and identify elements that indicate trends, weaknesses or strengths to financial positions, operating efficiency and overall financial health of the program(s) - OR master’s or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below - OR an equivalent combination of education and experience.

To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as reviewing and analyzing reports and financial statements to determine compliance with financial agreements, generating and interpreting financial reports to assist management with oversight; reviewing audits of programs to ensure the overall soundness of programs and identify elements that indicate trends, weaknesses or strengths to financial positions, operating efficiency and overall financial health of the program(s) - OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below - OR an equivalent combination of education and experience.

Your answers to the online assessment will be used to evaluate your competencies in the following areas:  

  • Knowledge of financial management theories and principles
  • Ability to resolve unusual problems identified during assessment
  • Ability to analyze and interpret projections of current and future bond market conditions, national and local economic conditions
  • Ability to interpret financial analyses
  • Knowledge of loan terminology, loan portfolio management, investment analysis, purchasing and budgeting to analyze loan policies and procedures of a loan program
  • Skill in oral communication

Education

You need a degree or combination of education and experience as described below to qualify for this position.

A bachelor’s or higher degree from an accredited or pre-accredited college or university in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

OR

Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.

Telework is available based on agency policy and/or applicable collective bargaining agreement which may not allow for full-time telework. NOTE: The agency is currently utilizing maximum telework flexibilities due to COVID. Once normal operations resume, you will be required to report to the location stated in this announcement.
