IMPORTANT APPLICATION DEADLINE: This is an open continuous announcement. The initial cutoff date will be 05/26/2021. As an Electronics Technician, you will perform the following duties:

  • Plan and conduct shipboard maintenance on installed mission electronics systems, scientific sensors, and communications and navigation equipment.
  • Provide project management and technical assistance that reflects knowledge of individual equipment, integrated systems; and installation standards, best practices, and procedures.
  • Provide effective operating support to the ship and scientific customers in a professional and responsive manner.
  • Accomplish special projects and initiatives that reduce life cycle costs; and improve ship maintainability, reliability, and supportability for electronics and mission systems.
  • Troubleshoot electronics systems and equipment.
  • Repair electronic modules, digital computer data acquisition hardware and peripherals, shipboard navigation and communications systems and equipment as well as oceanographic, scientific and acoustic data acquisition systems and equipment.

These duties are described at the full performance level of the ZT-4; the ZT-3 is developmental leading to such performance.

At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

This position requires a Low Risk Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZT-3 is equivalent to the GS-09/10.

The ZT-4 is equivalent to the GS-11/12.

Location negotiable after selection, United States. Locality pay will be determined based on selection.

CONDITION OF EMPLOYMENT: This position requires the operation of a Federal motor vehicle.

PHYSICAL REQUIREMENT: This position has physical requirements. Incumbent(s) must pass NOAA physical examination (for sea duty).

Qualifications

EDUCATION:   There is no positive education requirement for this position.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZT-3 or GS-09 level:

SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZT-2 pay band or GS-08 grade level work in the Federal service.  Specialized experience must include ALL of the following:

  • Assisting in completing preventative maintenance for ship electronics systems including, scientific sensors, communications systems and navigation systems on a planned basis;
  • Working with Mission Systems Engineers or Electronics Engineers to perform ship system and equipment installations;
  • Supporting the completion implementation of new domain architecture; and
  • Drafting recommendations for prototype product or fleet initiatives improve operations and lower operating costs.

To qualify at the ZT-4 or GS-11 level:

SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZT-3 pay band or GS-10 grade level work in the Federal service.  Specialized experience must include ALL of the following:

  • Completing preventative maintenance for ship electronics systems including scientific sensors, communications systems and  navigation equipment on a planned basis;
  • Working with Mission Systems Engineers or Electronics Engineers to plan and perform ship system and equipment installations and calibrations;
  • Supporting the preparation and completion implementation of new domain architecture; and
  • Developing recommendations for prototype product or fleet initiatives to improve operations and lower operating costs.

Education

Substitution of education for specialized experience is not applicable to this vacancy.

You will be evaluated for this job based on how well you meet the qualifications above.
