Duties

Help

As a Fish and Wildlife Administrator, you will:

  • Serve as a Fish and Wildlife Administrator and as a senior program lead and/or senior project manager.
  • Serve as a recognized authority in the implementation or development of policy to support fish and wildlife protection, mitigation, and enhancement measures.
  • Initiate, formulate plans, and execute major studies and projects.
  • Make scientifically-based recommendations to management, non-technical COTRs, and junior biologists.
  • Lead BPA personnel in reviewing the technical merits of outside scientific documents.
  • Represent BPA scientific programmatic positions when attending and participating in site visits and project/program reviews.
  • Manage major capital projects from initial planning through design, technical review, and into construction and scheduling.
  • Serve as a Contracting Officer Technical Representative (COTR) for research, monitoring, and evaluation and implementation contracts for assigned projects.

  • This position requires a valid driver's license as a condition of employment.

Qualifications

BASIC REQUIREMENT 

A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position,
--OR--
B. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown above, plus appropriate experience or additional education,
--OR--
C. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.


SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.

Specialized experience for this position is defined as: 1) participating in an organization's fish and wildlife program to ensure compliance with applicable laws, regulations, policies, and mandated requirements for fish protection, mitigation, and enhancement measures, 2) coordinating fish culture, habitat improvement, and protection projects to ensure programmatic requirements are satisfied throughout project planning and implementation. 

There is no substitution of education for experience at the GS-13 level.

  1. Fishery Biology: Knowledge of the concepts, principles, and theories of aquatic life, including classification, taxonomy, population dynamics, distribution, habitat requirements, life histories, reproduction, behaviors, conservation, and care of aquatic species.
  2. Influencing and Negotiating: Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions.
  3. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Political Savvy: Identifies the internal and external politics that impact the work of the organization. Perceives organizational and political reality and acts accordingly.
  5. Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  6. Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  7. Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.

You will receive credit for all qualifying experience, including volunteer experience.
