Duties

Help

The incumbent will advise members of the office on a broad range of legal matters involving OIG's mission and operations, as well as the programs and activities of AmeriCorps, which sponsors and funds national service programs throughout the United States. The incumbent will work collaboratively with other office professionals to ensure the analytical rigor of OIG products, including cross-cutting work for the IG community. Additionally the incumbent will work with agency counterparts on select tasks and projects of mutual interest, liaise, when necessary, between the agency and the OIG, and present issues, findings, and the results of legal research to senior members of the OIG and agency.

Major Duties and Responsibilities

  • Work closely with office professionals regarding the scope and conduct of investigations, audits and other reviews, including collecting and assessing documentary and testimonial evidence and key interviews; close analysis of applicable laws, regulations and other authorities, and referring appropriate cases to the Department of Justice for enforcement.
  • Draft, review and edit legal research memoranda for senior leadership team, including the IG and DIG, involving difficult legal questions or factual issues in criminal, civil, and administrative law, as well as issues of Federal procurement, personnel, and appropriations law.
  • Review and edit investigative and other reports presenting complex fact patterns for legal sufficiency, quality control, analytical rigor, clarity, and factual accuracy, validated by source records.
  • Identify individuals and entities from audits and investigations who lack present responsibility and drafts associated suspension and debarment recommendations to AmeriCorps to protect Federal funds government-wide.
  • Respond to FOIA and Privacy Act requests.
  • Monitor and update Counsel to the Inspector General on recent case law relevant to the OIG, new statutory and regulatory provisions affecting AmeriCorps programs and initiatives, and legal changes affecting the OIG, as well as policies and assigned program activities, decisions, and/or actions to ensure AmeriCorps policies, regulations, procedures, etc. are legally sufficient and do not exceed AmeriCorps' discretionary parameters.
  • Work with Counsel to the Inspector General to effectuate compliance with applicable statutory and regulatory provisions, perform legal reviews of matters concerning the following: grants, contracts, audit, employment, Government Ethics, FOIA, and the Privacy Act.
  • Undertakes other matters relevant to the mission of the OIG and the Office of Counsel, as assigned.

Qualifications

To qualify for this position, applicants must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (J.D. or L.L.B.), a bar certification, and be a current member in good standing of the bar of a state, territory of the United States, or the District of Columbia.

Applicants must have five (5) or more years of post-J.D. specialized legal experience comparable in scope and responsibility to the lower NY-03 pay band (at, or equivalent to, the GS-12 level) in the Federal service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes:

  • Significant knowledge of investigative techniques and experience in the scope and conduct of investigations, audits and other reviews, including collecting and assessing documentary and testimonial evidence and key interviews; close analysis of applicable laws, regulations and other authorities, and referring appropriate cases to the Department of Justice for criminal and civil enforcement.
  • Experience advising and performing legal reviews for matters concerning grants, contracts, audit, employment, Government Ethics, FOIA, and the Privacy Act.
  • Experience providing advice on complex legal questions in criminal, civil, and administrative law, as well as issues of Federal procurement, personnel, and appropriations law.
  • Experience responding to FOIA and Privacy Act requests.
  • Experience in reviewing and editing investigative and other reports presenting complex fact patterns for legal sufficiency, quality control, analytical rigor, clarity, and factual accuracy, validated by source records
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Education

Education for this position is a requirement and applicants must possess a Juris Doctor (J.D.) degree or Master of Laws (L.L.M.) degree from an American Bar Association accredited law school.
