Duties

Help
  • Performs the full range of investigative duties associated with that position including investigative duties involving persons and property under the charge of DoD pursuant to Federal Statues and applicable DoD Directives
  • Conducts investigations that may result in criminal or civil/administrative prosecution and criminal or civil/administrative penalties.
  • Conducts arrests, searches, and seizures in accordance with the U.S. Constitution, pertinent laws, regulations, directives and court decisions; includes collection and the preservation of physical evidence.
  • Analyzes allegations, complaints, referrals, and investigations to identify issues involved and the types of evidence need to properly address each matter.
  • Prepares of comprehensive investigative reports in order to present complex and conflicting findings in a clear, logical, impartial, comprehensive, and concise manner;
  • Advises and/or assists U.S. Attorney's or other prosecutors and/or their staff members in the preparation of investigations for presentation to Federal and/or State/local Grand Juries.
  • Appears as a witness before Grand Juries and trial courts, or participate in other legal proceedings.
  • Conducts liaison activities with other internal and external stakeholders and partners, including Federal, State, and local agencies, representing the interests of the employing agency.
  • Complies with all existing policies, procedures and guidelines (including the use of force policy) pertaining to use, display, safety and maintenance of firearms and intermediate weapons.

  • Position has been designated as Special Sensitive; incumbent is required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
  • May require travel internationally and/or deployment to Southwest Asia.

  • This is an Excepted Service position and an applicant receiving such an appointment does not acquire competitive civil service status.
  • This position requires a pre-employment physical exam and a pre-employment physical readiness test. A physical readiness test is required for the duration of employment.
  • This position requires qualifications to carry and use government-owned firearms as part of assigned duties (as a condition of employment you must maintain this qualification).
  • The applicant selected for this position must be able to qualify and maintain authorization to carry firearms including no current or previous domestic violence charges/convictions.
  • Employees are ineligible for this position if, at any time, they have been convicted of a misdemeanor crime of domestic violence, unless the conviction was expunged, set aside, or he/she received a pardon.
  • Incumbent will be required to work, or be available to work substantial amounts of unscheduled overtime duty based on the needs of the agency.
  • Compensation for this unscheduled overtime is in the form of a special form of premium pay fixed at 25 percent of the adjusted salary (basic and locality).
  • Incumbent may be required to complete 14 weeks of Criminal Investigator Training at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia.
  • If you have not previously successfully completed a trial or probationary period with the Federal Government in a similar position, you will be required to serve a two year trial period.
  • Employees covered by the General Schedule (GL) pay system (1) who are law enforcement officers (LEOs) and (2) who receive special base rates at grades 3-10 under section 403 of the Federal Employees Pay Comparability Act of 1990 (FEPCA).
  • Requires the incumbent to possess and maintain a valid state driver's license.
  • This position requires employees to agree to a Mobility Agreement. Selectees will be required to sign the Mobility Agreement as a condition of employment.
  • This position is considered a secondary law enforcement administrative position and is covered under the special retirement provision for secondary law enforcement positions.
  • Federal employees currently serving in the Competitive Service must acknowledge that they will voluntarily leave the Competitive Service by accepting an offer of employment in the Excepted Service.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

GS-09 Level:

Specialized Experience for GS-09: You must have at least 52 weeks of specialized experience at the GS-07 level in the federal service or at an equivalent level, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as applying inspection, investigation, enforcement, and/or compliance principles, concepts, and methodologies; laws, regulations, guidelines, and precedent decisions; requirements of various legal jurisdictions; and practices common to industries and entities regulated by applicable programs. These acquired knowledge and skills must demonstrate skill to independently perform duties such as: identify sources of information to detect illegal activity and document issues or probable cause; conduct investigations using accepted methodology and problem solving techniques; take statements from witnesses, third parties, and other knowledgeable persons; research, analyze, interpret, and evaluate data and information to make appropriate recommendations; and prepare reports and technical information..

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

GS-11 Level:

Specialized Experience for GS-11: You must have at least 52 weeks of specialized experience at the GS-09 level in the federal service or at an equivalent level, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as skill in planning and conducting investigations relating to alleged or suspected criminal violations of Federal laws, with emphasis on contract fraud and program fraud; proficient in critically analyzing financial crimes; recognizing, developing, and presenting evidence to reconstruct events; sequences, time elements, relationships, responsibilities, legal liabilities, and conflicts of interest; devising new investigative approaches, techniques and policies; preparing written documentation such as reports, describing evidence, recording facts about persons, objects and events; communicating instructions verbally, presenting case facts and recommendations, conducting interviews and interrogations; assisting other criminal investigators, management, and US Attorneys under the guidance of a senior level in investigator.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

GS-12 Level:

Specialized Experience for GS-12: You must have at least 52 weeks of specialized experience at the GS-11 or equivalent experience.Specialized experience is defined as: substantive skill in planning and conducting investigations relating to alleged or suspected criminal violations of Federal laws; with emphasis on contract fraud and program fraud; highly proficient in critically analyzing financial crimes; recognizing, developing, and presenting evidence to reconstruct events; sequences, time elements, relationships, responsibilities, legal liabilities, and conflicts of interest; devising new investigative approaches, techniques and policies; preparing written documentation such as reports, describing evidence, recording facts about persons, objects and events; communicating instructions verbally, presenting case facts and recommendations, conducting interviews and interrogations; assisting other criminal investigators, management, and US Attorneys under the guidance of a senior level in investigator.

GS-13 Level:

Specialized Experience for GS-13:
You must have at least 52 weeks of specialized experience at the GS-12 level or equivalent experience. Specialized experience is defined as: mastery of skill in planning and conducting investigations relating to alleged or suspected criminal violations of Federal laws; recognizing, developing, and presenting evidence to reconstruct events; sequences, time elements, relationships, responsibilities, legal liabilities, and conflicts of interest; devising new investigative approaches, techniques and policies; preparing written documentation such as reports, describing evidence, recording facts about persons, objects and events; communicating instructions verbally, presenting case facts and recommendations, conducting interviews and interrogations; assisting other criminal investigators, management, and US Attorneys.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education cannot be substituted for experience at the GS-12/13 level.

PASS/FAIL COURSES: If more that 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Medical Requirements: The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.

This is covered by the special retirement provisions for Federal Law Enforcement Officer (FLEO). Candidates without previous FLEO service must be under age 37. Employees subject to special retirement coverage for law enforcement officers must retire at age 57 upon completing 20 years of law enforcement service under the special retirement provisions for law enforcement officers. If these 20 years of service are not attained at age 57, mandatory retirement is required upon completion of 20 years of service. This requirement may be waived only for veterans. See OPM Retirement Handbook for further details. The Maximum Entry Age requirement may be waived for applicants eligible for veterans' preference. Applicants previously covered by 5 U.S.C. 8336(c) or 5 U.S.C 412(d) are not restricted from applying.

This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. This position is considered a secondary law enforcement administrative position and is covered under the special retirement provision for secondary law enforcement positions. The applicant must meet all of the following special retirement requirements: (1) Has moved directly (without a break in service exceeding three days) from a rigorous position to a secondary position; (2) Has completed three years of service in a rigorous position; and (3) If the applicant has served in a secondary position continuously (without a break in service of more than three days) since serving in a primary position. If selected, applicants that meet qualification requirements, but do not meet special retirement coverage requirements, will be placed under the regular Federal Employee retirement coverage.

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense Office of Inspector General (DoD OIG). Current DoD civilian employees are not required to conduct drug testing if moving from one Testing Designated Position (TDP) to another TDP with no break in service, unless deemed appropriate on a case-by-case basis by the gaining Component.

Incumbent must have successfully completed the Criminal Investigator Training Program at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia, or another Federal equivalent criminal investigator training program, such as the FBI Special Agent training program or Military Criminal Investigative Organization equivalent. Tribal, State, and local law enforcement academy training does not meet this requirement. Application MUST include a copy of the Certificate indicating completion of the course.
