Duties

Help
  • Conducts investigations that may result in criminal or civil/administrative prosecution and criminal or civil/administrative penalties.
  • Conducts arrests, searches, and seizures in accordance with the U.S. Constitution, pertinent laws, regulations, directives and court decisions; includes collection and the preservation of physical evidence.
  • Analyzes allegations, complaints, referrals, and investigations to identify issues involved and the types of evidence need to properly address each matter.
  • Prepares comprehensive investigative reports in order to present complex and conflicting findings in a clear, logical, impartial, comprehensive, and concise manner.
  • Advises and/or assists U.S. Attorney?s or other prosecutors and/or their staff members in the preparation of investigations for presentation to Federal and/or State/local Grand Juries.
  • Appears as a witness before Grand Juries and trial courts, or participate in other legal proceedings.
  • Conducts liaison activities with other internal and external stakeholders and partners, including Federal, State, and local agencies, representing the interests of the employing agency.
  • Complies with all existing policies, procedures and guidelines (including the use of force policy) pertaining to use, display, safety and maintenance of firearms and intermediate weapons.

  • Position has been designated as Special Sensitive; incumbent is required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
  • May require travel internationally and/or deployment to Southwest Asia.

  • This is an Excepted Service position and an applicant receiving such an appointment does not acquire competitive civil service status.
  • This position requires a pre-employment physical exam and a pre-employment physical readiness test. A physical readiness test is required for the duration of employment.
  • This position requires qualifications to carry and use government-owned firearms as part of assigned duties (as a condition of employment you must maintain this qualification).
  • The applicant selected for this position must be able to qualify and maintain authorization to carry firearms including no current or previous domestic violence charges/convictions.
  • Employees are ineligible for this position if, at any time, they have been convicted of a misdemeanor crime of domestic violence, unless the conviction was expunged, set aside, or he/she received a pardon.
  • Incumbent will be required to work, or be available to work substantial amounts of unscheduled overtime duty based on the needs of the agency.
  • Compensation for this unscheduled overtime is in the form of a special form of premium pay fixed at 25 percent of the adjusted salary (basic and locality).
  • Incumbent may be required to complete 14 weeks of Criminal Investigator Training at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia.
  • If you have not previously successfully completed a trial or probationary period with the Federal Government in a similar position, you will be required to serve a two year trial period.
  • Employees covered by the General Schedule (GL) pay system (1) who are law enforcement officers (LEOs) and (2) who receive special base rates at grades 3-10 under section 403 of the Federal Employees Pay Comparability Act of 1990 (FEPCA).
  • Requires the incumbent to possess and maintain a valid state driver's license.
  • This position requires employees to agree to a Mobility Agreement. Selectees will be required to sign the Mobility Agreement as a condition of employment.
  • This position is considered a secondary law enforcement administrative position and is covered under the special retirement provision for secondary law enforcement positions.
  • Federal employees currently serving in the Competitive Service must acknowledge that they will voluntarily leave the Competitive Service by accepting an offer of employment in the Excepted Service.
  • This position is covered by the special retirement provisions for Federal Law Enforcement Officers (FLEO). Position is approved for Primary 6C coverage under the provision of Title, 5 USC, Sections 8336(c) and 8412(d).
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

GS-11:
Qualified applicants must have at least 52 weeks of specialized experience at the next lower level or band that is equivalent to the GS-09 level within the federal service. Specialized experience is defined as: skill in planning and conducting investigations relating to alleged or suspected criminal violations of Federal laws, with emphasis on contract fraud and program fraud; proficient in critically analyzing financial crimes; recognizing, developing, and presenting evidence to reconstruct events; sequences, time elements, relationships, responsibilities, legal liabilities, and conflicts of interest; devising new investigative approaches, techniques and policies; preparing written documentation such as reports, describing evidence, recording facts about persons, objects and events; communicating instructions verbally, presenting case facts and recommendations, conducting interviews and interrogations; assisting other criminal investigators, management, and US Attorneys under the guidance of a senior level in investigator.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

GS-12: Qualified applicants must have at least 52 weeks of specialized experience at the next lower level or band that is equivalent to the GS-11 level within the federal service. Specialized experience is defined as: substantive skill in planning and conducting investigations relating to alleged or suspected criminal violations of Federal laws; with emphasis on contract fraud and program fraud; highly proficient in critically analyzing financial crimes; recognizing, developing, and presenting evidence to reconstruct events; sequences, time elements, relationships, responsibilities, legal liabilities, and conflicts of interest; devising new investigative approaches, techniques and policies; preparing written documentation such as reports, describing evidence, recording facts about persons, objects and events; communicating instructions verbally, presenting case facts and recommendations, conducting interviews and interrogations; assisting other criminal investigators, management, and US Attorneys under the guidance of a senior level in investigator.

GS-13: Qualified applicants must have at least 52 weeks of specialized experience at the next lower level or band that is equivalent to the GS-12 level within the federal service. Specialized experience is defined as: mastery of skill in planning and conducting investigations relating to alleged or suspected criminal violations of Federal laws; recognizing, developing, and presenting evidence to reconstruct events; sequences, time elements, relationships, responsibilities, legal liabilities, and conflicts of interest; devising new investigative approaches, techniques and policies; preparing written documentation such as reports, describing evidence, recording facts about persons, objects and events; communicating instructions verbally, presenting case facts and recommendations, conducting interviews and interrogations; assisting other criminal investigators, management, and US Attorneys.

This is covered by the special retirement provisions for Federal Law Enforcement Officer (FLEO). Candidates without previous FLEO service must be under age 37. Employees subject to special retirement coverage for law enforcement officers must retire at age 57 upon completing 20 years of law enforcement service under the special retirement provisions for law enforcement officers. If these 20 years of service are not attained at age 57, mandatory retirement is required upon completion of 20 years of service. This requirement may be waived only for veterans. Education

Education cannot be substituted for experience at the GS-12/13 Level.

PASS/FAIL COURSES:
If more that 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
