Duties

Help

The Deputy Assistant Inspector General (DAIG) for E&I Division advises the Inspector General (IG), the Assistant Inspector General (AIG), E&I Division, and senior leadership on evaluations and inspections of internal and external activities of the Department of Justice (DOJ) and provides critical mission-support to the OIG. Some such reviews are undertaken in response to requests by DOJ leadership or congressional oversight committees. The work results in recommendations to DOJ leadership to improve operations. In this capacity, the DAIG:

  • Serves as the E&I's chief operating officer, providing executive leadership of the day-to-day operations of E&I and oversees the work activities of supervising subordinate managers and a diverse, engaged workforce of program analysts who conduct evaluations and inspections of sensitive DOJ programs that have an impact on national programs and policies.
  • Serves as the OIG's expert on all matters related to program evaluation activities; participates as a member of the Inspector General's senior staff in discussions; and contributes to decisions about agency policy.
  • Assists the AIG with coordination of evaluation and inspection matters with internal and external organizations; and interacts with and works effectively with counterparts at DOJ components, the Council of Inspectors General on Integrity and Efficiency, and other federal OIGs and agencies.
  • Ensures ongoing evaluations and inspections are progressing in accordance with their objectives, toward timely resolution, and production of a concise report describing the DOJ OIG's findings and conclusions.
  • Advises and assists the AIG, IG and senior leadership in preparing timely reports of evaluation and inspections that are thoroughly completed and well-supported; properly, clearly and objectively report OIG findings; and include appropriate recommendations to DOJ and relevant components. Interacts with DOJ component leadership to ensure that OIG recommendations receive attention and implementation.
The DAIG should possess superior interpersonal and communication skills to ensure effective leadership of the division's staff and productivity of the division. The DAIG should have outstanding writing and editing abilities to ensure high quality, accurate evaluation and inspection reviews and reports that reflect appropriate substance.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience indicative of senior executive-level management capability. Typically, experience of this nature will have been gained at or above the GS-14 or GS-15 grade level in the federal service or its equivalent in the private sector.

To meet the minimum qualification requirements for this position, applicants must demonstrate in resume and narrative statements possession of the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs) listed in this vacancy. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments, and results.

Applicants must submit written narratives to each MTQ and ECQ, and should limit narrative statements to one page per MTQ and two pages per ECQ. Applicants who upload the same narratives for each MTQ or ECQ, use "see resume" as a response, or whose narratives extend beyond the required paged limits, jeopardize their chances for further consideration. Failure to meet or fully address each MTQ will eliminate a candidate from further consideration.

Mandatory Technical Qualification(s)

  1. Demonstrated senior level experience in an oversight function supervising subordinate managers and a diverse workforce conducting programmatic reviews, evaluations, inspections, audits, or reviews of an organization's internal and external activities according to professional standards (such as the Government Accountability Office's Government Auditing Standards and/or the Council of the Inspectors General on Integrity and Efficiency's Quality Standards for Inspection and Evaluation). Demonstrated skills in drafting, reviewing, and editing work products; assessing organizational efficiency and effectiveness; and implementing procedures to improve organizational performance.
  2. Substantial demonstrated ability to analyze, plan, organize, direct, and adjust the functions, as needed; and to supervise, mentor, motivate, and appraise a diverse staff of an organization through subordinate supervisions to meet the program requirements objectives timely and within budget.
  3. Advanced interpersonal skills with demonstrated awareness of and sensitivity to communication with a diverse workforce, and the ability to represent the organization in formal and informal interactions with high-level internal and external stakeholders. Demonstrated executive level oral and written communication skills.

Executive Core Qualifications - Mandatory

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. Competencies: Financial Management, Human Capital Management, and Technology Management.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies: Partnering, Political Savvy, and Influencing/Negotiating.

NOTE: ECQ narratives are required for all applicants unless any of the following conditions are met:
  • You are currently serving under a career Senior Executive Service (SES) appointment (Department of Defense DISESs and DISLs, and Intelligence Community SES are typically not OPM QRB certified and are therefore required to submit ECQs. If your SF-50 shows a code 3 on block 34, you must address the ECQs or provide proof of OPM certification),
  • You are eligible for career reinstatement into the SES, or
  • You have successfully completed an OPM approved SES Candidate Development Program.

Additional information

Veteran's Preference does not apply to the SES. SES members are excluded from premium pay provisions of 5 USC Chapter 55 Subchapter V, such as overtime pay, compensatory time off, Sunday premium pay, holiday premium pay, etc.

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will be evaluated on the quality and extent of total accomplishments, experience, and demonstrated executive-level qualifications. An SES Executive Resources Board (ERB) will rate and rank applications to determine the best qualified candidates. The ERB will review results and make recommendations on final selections to the appointing authority where final interviews and reference checks may occur. Unless you have already been certified by the Office of Personnel Management (OPM) Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
