Summary

This is a Management Analyst (Audit Manager) position located in the Office of the Inspector General (OIG) Office of Audit (OA) The mission of the OIG is to conduct independent and objective audits, investigations, and other reviews to support NSF in its mission by promoting the economy, efficiency, and effectiveness, and safeguarding the integrity of NSF programs and operations.

Help

As a Audit Manager with the Office of Inspector General, you will primarily plan, direct, execute and report on or monitor performance audits or inspections of NSF-funded grants, contracts, and cooperative agreements to determine if costs claimed are reasonable, allowable and allocable to the award. You may conduct or lead a team of auditors and analysts conducting performance audits of NSF's internal operations, controls, financial accounting, and information systems.  You may also manage teams that extract large volumes of data and perform extensive data analysis on internal NSF data as well as external awardee financial and performance data.

In support of the Assistant Inspector General for Audits (AIGA) and respective Audit Director, you independently oversee audit planning and direct and approve development of audit scope, objectives, audit guide, methodologies, milestones and reporting dates for standard and complex audits. In supporting other audits as well as executing audits, you will provide independent and expert guidance to team members on all steps in the audit process, identify significant audit findings, make authoritative recommendations and resolve audit issues of varying complexity. 
 
You will organize and conduct interviews of auditees and participate in or lead fraud-brainstorming sessions, story conferences and team meetings with a variety of participants. You will also devise techniques to analyze and evaluate audit evidence and results, develop analytical opinions, findings, and recommendations and provide independent oversight of the audit reporting process to ensure that significant deficiencies noted during the audit are reported, appropriate recommendations are made, and findings are fully developed and properly supported.

You will draft reports and supporting work papers and present audit findings to audit management, prepare correspondence for distribution, and lead briefings and presentations for OIG staff and managers, key agency officials and high-ranking personnel external to NSF.  And you will work with the team to establish both team and individual workload targets, and maintain knowledge of team and individual progress towards meeting milestones and targets. Throughout audit assignments, you will oversee and ensure accomplishment of multiple simultaneous assignments made to the audit team to achieve workload targets.

Qualifications

To qualify at the GS-14 level you must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service.  Examples of specialized experience include: reviewing and evaluating agency internal controls; providing technical guidance for performance audits of agency programs and administrative activities; performing time-phased audits of agency activities which include programs, functional areas, and operations.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
