Duties

Help

    • As a Lead Program Analyst, your typical work assignments may include the following:
    • Performs complex, reviews of the missions, functions and processes related to the intelligence enterprise, contracts, logistics, property accountability, health care, and information management.
    • Develops and applies advanced analytical techniques and audit methodologies in the planning and execution phases of the assigned projects.
    • Defines scope and steps, independently or with a team to accomplish project objectives involving major Department of Defense Operations.
    • Researches applicable laws, directives, regulations, manuals, prior studies and reports to gain knowledge and understanding of areas being reviewed.
    • Identifies and interacts with other DoD agencies and activities that have responsibilities or actions to accomplish the identified project objectives.
    • Develops and writes segments of project guides to define audit objectives, approach and scope.
    • Assist in preparation of timely and well-researched project proposals that that identify issues-area priorities and Office of Inspector General corporate goals and requirements.
    • Completes data analysis assignments that are accurate and within established time frames and develops portions of draft and final reports.
    • Serves as technical expert in one or more of the following areas: related to overseas contingency operations: matters related to the contract award, management, and oversight, logistics, property accountability, health care, readiness or acquisition.
    • Serves as as theater expert. Will regularly travel into theater to train deploying auditors on theater audit protocols. Will also serve as the senior division representative while traveling into theater, requiring meetings with senior-level command representatives.
    • Participates in strategic planning, and performs internal and external coordination with senior civilian and military officials. Strategic planning will be with other DoD OIG components, as well as, other Lead IG partners, including Department of State and U.S. Agency for International Development.
    • Advises leadership on current issues, initiatives, and congressional budget language affecting DoD intelligence, nuclear or special access programs.
    • Designs and conducts a wide range of broad and difficult multi-dimensional DoD organizational, functional, and program audits.
    • Oversees the work of a team to ensure appropriate application of Audit (AUD).
    • Prepares timely and quality reports and other products, outlining, drafting and editing.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.

  • The incumbent must adhere to the DoD Standards of Conduct
  • Position being filled using 5 U.S. Code 3161 authority as an excepted service position, temporary 13 months. Position may be terminated early or extended based upon incumbent performance and needs of the OIG Contingency Operation.
  • Candidates must meet specific requirements set forth by the related Combatant Command, such as CENTCOM, to be qualified to travel.
  • Employees may be required to travel to contingency operations locations, such as Southwest Asia. Travel will generally be between 2-4 weeks, and may include benefits, such as danger pay, post differential, and overtime.

Basic Requirement:
Applicants must demonstrate that they meet the Specialized Experience as noted below.


Specialized Experience for the AD-13:Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-12 or equivalent level. Specialized experience is defined as having responsibility for a significant function within or related security issues, and conducting, gathering and analyzing information participating in efforts to recommend improvements on or related security programs to a higher official, orally and in writing.

Specialized Experience for the AD-14:Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-13 or equivalent level. Specialized experience is defined as planning and conducting complex audits, and applying innovative approaches, advanced techniques, and experience to a variety of complex technical and systematic problems related to DoD-wide contracting, logistics, property accountability, health care, readiness or related security programs and experience and experience in analyzing efficiency and effectiveness of current or projected programs.
