This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Office of the Federal Chief Information Officer (OFCIO). OFCIO oversees how federal agencies employ technology and manage their cybersecurity. To do that, OFCIO creates government-wide policy, conducts intelligent oversight of federal technology initiatives, and sets the federal government's strategic technology goals.
For example, OFCIO is responsible for policy requiring agencies to encrypt traffic to federal websites, overseeing agency implementation of public-facing vulnerability disclosure policies, and establishing rules of the road for auditing the security of federal systems.

This position will serve as a Cybersecurity Analyst whose job is to strengthen federal cybersecurity through oversight and policy development consistent with the Administration's cybersecurity priorities. The position is responsible for conducting in-depth analysis of designated information security initiatives, and provides expert advice to policy officials on these matters. The position will also collaborate with agencies and policy teams to improve legislation affecting federal IT and cybersecurity, and to oversee the success of government-wide cybersecurity initiatives and relevant executive orders.

Major Duties:
As a IT Cybersecurity Specialist (Infosec), your responsibilities may include:
- Provide subject matter expertise in one or more of the following areas: threat hunting, red teaming, cloud security engineering, security architecture, software security analysis, secure software development practices, and automation of security operations (DevSecOps).
- Support the development of federal cybersecurity policies and programs through collaboration with other OMB offices, the National Security Council, the Department of Homeland Security, and various interagency personnel.
- Brief OMB leadership on federal cybersecurity challenges, policy, and threats in written and verbal form.
- Coordinate with other staff, interns, and detailees on the work, and assume responsibility for assigned interagency task forces and/or working groups.
- Evaluate agency implementation plans and provide recommendations for improvements.
- Conduct and complete (independently and/or with other staff members), in-depth analysis required to support budget, legislative, and regulatory policymaking for information security programs and issues.
- Other duties as assigned.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the next lower grade level (GS-13) in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as applying expert knowledge and application of advanced principles and best practices of IT cybersecurity and threat analysis. Specialized experience must reflect all of the following: 1) Application of IT principals, concepts, methods and practices to provide technical recommendations and oversight of threat analysis to minimize the impact of threats and risk on mission operations; 2) Management of strict security controls for systems, IT network infrastructures, and perimeter networks; 3) Analysis of threat and system assessments to identify trends and new innovative technologies and methodologies to detect and mitigate threats/risks; and 4) Develop and recommend improvements to information security programs, policies, and procedures.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the next lower grade level (GS-14) in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as applying expert knowledge and application of advanced principles and best practices of IT cybersecurity and threat analysis. Specialized experience must reflect all of the following: 1) Providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT security Issues; 2) Evaluating current IT security programs to improve policies and plans for IT security systems that minimize IT vulnerabilities; 3) Application of IT principals, concepts, methods and practices to provide technical recommendations and oversight of threat analysis to minimize the impact of threats and risk on mission operations; 4) Management of strict IT security controls for systems, network infrastructures, and perimeter networks; 5) Analysis of threat and system assessments to identify trends and new innovative technologies and methodologies to detect and mitigate threats/risks.


In addition to the specialized experience individuals must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Meticulous; thoroughly reviews and proofreads various IT related data/information; dedicates focus to accomplish tasks that are complete, precise, and accurate to a given IT situation.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive IT services or IT products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess IT needs, provide expert technical information or assistance, resolve fairly complex or non-routine problems, or satisfy expectations; knowledge of available products and services; committed to providing quality IT products and services.
3. Communication - Expresses technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, recognizes potential miscommunication, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies IT related problems using a variety of materials or sources; gathers and applies technical information to determine accuracy and relevance to moderately complex problems; uses sound judgment to generate and evaluate alternatives; makes decisions or recommendations that influence IT policies or programs and applies new developments to previously unresolved problems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
