Summary

The position will work within the National Science Board (NSB), working within the National Science Board Office (NSBO).  The mission of the NSB is to jointly pursue with the Director of NSF, the goals and functions of the Foundation including the responsibility to recommend and encourage the pursuit of national policies promoting the progress of science, and to advance the national health, prosperity, welfare, and security of the national defense.

Duties

Help

Major Duties include:

  • Assisting and guiding the Board in the identification of significant S&E policy issues and developing and executing analytical approaches in the development of proposed resolutions to those issues. Coordinates strategic policy efforts with other offices across the agency.
  • Provides critical feedback and recommendations to higher level management regarding strategic policy positions on numerous S&E issues.
  • Analyzing, communicating, and maintaining awareness of national science policy issues.
  • Maintaining basic familiarity with salient current research developments, trends in S&E policy, and special opportunities related to NSB activities.
  • Supporting committees and other subdivisions of the Board through collaboration and by leading executive secretaries and contractors.
  • Facilitating a process with subject matter experts on the development, planning, coordination, and evaluation of a diverse range of science, engineering, and education issues.
  • Managing complex research projects and analyses relevant to achieving national S&E education and research goals and objectives as determined by the Board.
  • Researching and writing background papers, presentations, reports, policy briefs, testimony, speeches, editorials, and other written materials related to issues of interest to the Board.
  • Directing and overseeing special projects as determined by the Board including identification, examination, and analysis of relevant data sources requiring the analysis of interrelated issues.
  • Leading high-level discussions as initiated by the Board regarding S&E research and education policy. Planning, organizing, and coordinating Board outreach efforts and related activities in a teamsetting.
  • Representing the NSB within the S&E and related education communities, within NSF, other agencies and organizations, and the public to accurately reflect NSB policy and positions.
  • Creating and maintaining linkages to NSF stakeholders and other federal agencies in pursuit of the overall NSB mission.
  • Formally or informally mentor American Association for the Advancement of Science (AAAS) Fellows and junior staff members.
  • Acting as a team player, including by being responsive to special projects, improving office communication, and seeking to improve the quality of NSB policies and performance.
  • Operating on an aggressive production and implementation schedule, and meeting target deadlines to complete deliverables.

Qualifications

To qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 level in the Federal Service. Examples of specialized experience for this position include: independently conducting research of complex and often difficult national S&E policy issues; Managing complex research projects and analyses; Coordinating strategic policy efforts with other organizations; and Researching and writing policy documents regarding S&E topics.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and select eligibles.  Based on your responses to the occupational questionnaire, you will be assigned a score.  Your score will determine in which of three categories you will be placed:  Excellent, Very Good, or Good.  Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.
