Duties

Help

As a TRADE POLICY RESEARCH COORDINATOR, GS-0301-9/11/12, your typical work assignments may include the following:

  • Reviews, analyzes and summarizes U.S. and foreign trade and investment policies and practices, laws, regulations and other measures, negotiating proposals, economic and trade data, and other information relating to the mission of the Office of Innovation and Intellectual Property.
  • Assists other Office of Innovation and Intellectual Property personnel in compiling information to be used in briefing materials, etc.
  • Assists other Office of Innovation and Intellectual Property personnel in formulating and developing U.S. policy positions on trade and investment issues relating to the mission of the Office of Innovation and Intellectual Property.
  • Serves on and participates in intra-agency and interagency research teams.
  • Uses a variety of software to prepare reports, charts, graphs, tables, etc.

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

GS-09: At least one year of specialized experience equivalent to the GS-07 grade level or pay band in Federal Service or equivalent experience in the private or public sector performing the following duties: 1) Research foreign country laws and regulations, as well as international treaties; 2) Review economic and trade data in light of U.S. trade policy and interests; 3) Communicate in a team setting the results of research and analysis orally and in writing; 4) Knowledge of the process of developing of U.S. policy positions on trade-related intellectual property issues; 5) Participate in meetings and other engagement with foreign countries or external stakeholders; 6) Knowledge of the U.S. government interagency process; 7) Utilize office productivity software, including Word, Excel, and PowerPoint; and 8) Utilize online sources to research foreign country laws and regulations, international treaties, and economic and trade data;

OR

A master's or equivalent graduate degree;

OR

A 2 full years of progressively higher-level graduate education leading to such a degree; OR LL.B. or J.D., if related.

GS-11: At least one year of specialized experience equivalent to the GS-09 grade level or pay band in Federal Service or equivalent experience in the private or public sector performing the following duties: 1) Research and analyze the intellectual property laws and regulations of foreign countries, as well as international treaties related to intellectual property, including the WTO Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) and intellectual property chapters of U.S. trade agreements; 2) Analyze economic and trade data related to intellectual property in light of U.S. trade policy and interests; 3) Communicate the results of research and analysis orally and in writing, including oral briefings and written reports; 4) Assist with the development of U.S. policy positions on trade-related intellectual property issues; 5) Organize meetings and other engagement with foreign countries or external stakeholders; 6) Participation on the U.S. government interagency policy or negotiation teams; 7) Utilize office productivity software, including Word, Excel, and PowerPoint to prepare reports, charts, tables, graphs, and presentation slides; and 8) Utilize online sources to research foreign country laws and regulations, international treaties, and economic and trade data;

OR

A Ph.D. or equivalent doctoral degree;

OR

A full year of progressively higher-Level graduate education leading to such a degree;

OR

A LL.M., if related.

GS-12: At least one year of specialized experience equivalent to the GS-11 grade level or pay band in Federal Service or equivalent experience in the private or public sector performing the following duties: 1) Design and lead research and analytical projects on the intellectual property laws and regulations of foreign countries, as well as international treaties related to intellectual property, including the WTO Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) and intellectual property chapters of U.S. trade agreements; 2) Develop and lead analytical projects on economic and trade data related to intellectual property in light of U.S. trade policy and interests; 3) Effectively communicate the results of research and analysis orally and in writing, including oral briefings and written reports; 4) Assist with the development of U.S. policy positions on trade-related intellectual property issues; 5) Organize meetings and other engagement with foreign countries or external stakeholders; 6) Lead U.S. government interagency teams; 7) Utilize office productivity software, including Word, Excel, and PowerPoint to prepare reports, charts, tables, graphs, and presentation slides; and 8) Utilize online sources to research foreign country laws and regulations, international treaties, and economic and trade data.
