Help

  • Evaluates, processes, and makes recommendations for improvements in administrative operations and to promote efficiency and cost savings for effective organizational changes.
  • Provides higher management with reports, evaluated information, and similar products necessary for effective direction of administrative and clinical operations.
  • Participates in discussions, meetings, and conferences with agency administrators and other officials to secure and provide information, investigate facts, develop alternate courses of actions, and mutually resolve problems.
  • Advises management of unique conditions and issues which affect administrative activities and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations and procedures.
  • Designs a wide range of qualitative and quantitative collection methods to perform national data analysis, data mining, reporting and program development for a variety of studies and projects related to workloads, workforce development, and program evaluation.
  • Analyzes, interprets, and evaluates, on a quantitative and/or qualitative basis, operations and data in meeting established goals, measures, and objectives.
  • Prepares special reports and graphical displays of data utilizing statistically valid methods that result in system analyses and process improvement.
  • Produces analytical reports and studies that are made available to a wide variety of constituents through published reports, data access tools, and other electronic and print products.
  • Serves as the key advisor and consultant to management in a variety of technical areas involving survey planning, data management, data dissemination, data quality, implementation of statistical techniques, operational procedures, and cost estimates.
  • Consults with field leaders to identify requirements and develops the most efficient ways to collect quantitative information to meet the needs of the stakeholders.
  • Utilizes software and computer programs to perform analysis which serve as the basis for findings and recommendations to executive level management, including MS Visual Studio, MS SQL Management Studio, SQL Server Reporting Services, and SQL Server Integration Services.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/10/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

  • For a GS-11 position you must have served 52 weeks at the GS-09.
  • For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
GS-11 Qualifications:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience applying analytical and evaluative techniques in various types of studies and interpreting results; experience with data management and collection; experience with utilizing software and computer programs (i.e., Statistical Analysis System (SAS), Structured Query Language (SQL) programming, MS Visual Studio, MS SQL Management Studio, SQL Server Reporting Services, and SQL Server Integration Services) for creating reports, presentations, and other documents used to convey interpretations and recommendations; preparing special reports and graphical displays; manipulate spreadsheets and prepare presentations. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.
GS-12 Qualifications:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in complex analytical studies, evaluating criteria and interpretations of results; experience in data management, collecting and analyzing data; skills and experience in programming and development of applications using Statistical Analysis System (SAS), Structured Query Language (SQL), MS Visual Studio, MS SQL Management Studio, SQL Server Reporting Services, and SQL Server Integration Services ; experience creating reports, presentations, and other documents used to convey interpretations and recommendations. Ability to apply knowledge and skill of programming to assure data integrity for analysis and reporting; perform programming design, implementation, integration, and maintenance of unique software applications in support of data modeling; perform programming design, implementation, and maintenance of new or existing data management systems; draft and formalize written instruction manuals for automated systems.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
