Duties

Help

As a Student Trainee (Program Support Specialist), you will:

Collaborate with members of the LD Division to monitor and assess training and development needs through individual development plans, various needs assessments, surveys and makes recommendations as necessary.

Recommend process improvements and coordinates improvements with OIG leadership; develop standard operating procedures and provide technical guidance to OIG staff. Track improvements to streamline processes as needed.

Coordinate logistics, scheduling, travel arrangements, and technological aids or other necessary resources required for delivery of in-house and commercially available training.

Establish and maintain effective working partnerships with interagency and private learning institutions. Confirm dates and vendor availability for course delivery.

Collaborate with OIG’s experts to develop, conduct, schedule, monitor, and evaluate new or changing initiatives affecting LD Division activities. Brief the Director of program development and implementation progress, making recommendations for program direction and evolution.

Serve as the primary customer service representative for multiple OIG offices. Engage participants, managers, administrative support, and budget staff to coordinate and monitor the registration and payment process for the approved training. Maintain and use OIG credit card to directly purchase and register training.

Monitor and analyze proposed regulatory and legal training requirements to determine possible impact on existing training activities and provide recommendations to the Director.

Analyze participant data, including feedback, to determine program impacts, identify program successes or areas for improvement, and make recommendations to the Director to maximize program effectiveness for all participants.

Assist the Director in collaborating with officials from their respective components of OIG to ensure that OIG and Government-wide policies and program requirements are accomplished.  Brief management officials as necessary regarding program objectives, actions, milestones, recommendations for improvements.

Coordinate with LD Division team members to develop and administer evaluation programs and policies designed to determine the effectiveness of OIG learning and development activities and initiatives.

Serve as the records custodian for internal LD documents. 

Serve as a contracting officer’s representative as needed for LD services.

Pathways Internship Program Requirements:
If selected, you MUST:

  1. Sign a Pathways Internship Program agreement (which outlines program requirements and non-competitive conversion eligibility)
  2. Provide official documentation of enrollment every semester while in the program;
  3. Notify the agency of any change in enrollment status and/or work schedule;
  4. Provide official documentation verifying at least a half-time course load as defined by the educational institution; a less than half time schedule is permitted during the final term;
  5. Provide official documentation verifying good academic standing by maintaining at least an overall 3.0 GPA or higher (on a 4.0 scale);
  6. Perform successfully the assigned duties listed in the position description.

TRIAL PERIOD: The intern is in a trial period throughout the entire Pathways Internship appointment.

Qualifications

You must meet eligibility and qualification requirements by the closing of this announcement.

To qualify for the GS-05 grade level, you must meet the following requirements:

- Experience: You must have at least one (1) full year of specialized experience equivalent to at least the GS-04 level; Specialized experience is defined as progressively responsible research work that indicates the ability to perform the duties of a Program Support Specialist Student Intern. Examples of specialized experience include: researching topics related to workplace training and development, writing that demonstrates critical thinking, conducting survey review and analysis, reviewing data, and working in a team.

OR

- Education: For the Pathways Internship Program you may qualify based solely on education as follows: Completion of four (4) academic years of post-high school leading to a bachelor's degree or equivalent degree (This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.)

OR

- Combination: Applicants must possess a combination of specialized experience and education which when combined equal 100% of the requirements. 

To determine if you qualify based on a combination of specialized experience and education, first determine your education as a percentage; then determine your general experience as a percentage; then add the two percentages. The total percentage must equal at least 100% to qualify. For example, if you had 20 semester hours of creditable education, then 40 divided by 120 is 33% of the required education. If you also had 8 months of specialized experience, then 8 divided by 12 is 67% of the required experience. 33%+67%=100%, therefore, you would qualify for this position. Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience.

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Education

Pathways Student Internship Program Education Requirement:

A. Must be a current student at an accredited high school (public or private) or in a home-school program*; college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, or trade school; advanced degree programs; or other qualifying educational institution, on a full or half-time basis (as defined by the institution in which the student is enrolled) pursuing a qualifying degree or certificate.
*Secondary home-school curricula must be recognized by the State or local government oversight agency.

B. You must maintain student eligibility and enrollment for the duration of the internship. If you do not maintain eligibility and enrollment, you are ineligible for this program. Please review the "REQUIREMENTS" section of the vacancy announcement to ensure that you qualify to apply to this internship.

C. Every semester, you must maintain good academic standing with an overall GPA of 3.0 or higher on a 4.0 scale.


Education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. 

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

Students who take online courses are eligible to participate in the Student Internship Program so long as all other requirements are met and the school is accredited by the U.S. Department of Education.

Eligibility requirements for conversion to a permanent or term position. Interns must:

  • Be a U.S. Citizen at the time of conversion;
  • Complete at least 640 hours of work experience acquired through the Internship Program prior to or concurrent with completion of academic requirements;
  • Complete their educational requirements (as specified in the announcement);
  • Meet the Office of Personnel Management's qualification standard, including any applicable positive education requirement and/or selective placement factors and any other special qualifications requirements and conditions of employment (e.g. medical standards) appropriate for the specific competitive service position to which the intern will be converted;
  • Successfully complete all the requirements of the Internship Program as defined in the agency-participant agreement; and
  • Perform their job successfully as documented through performance evaluations and/or completion of an Individual Development Plan (IDP).
