Summary

The incumbent serves as an Program Support Assistant (OA) for the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), IT Operations and Services (ITOPS), Service Management and Planning (SMP), Action Reporting and Administration (ARA), Staff Administration Section. The Program Support Assistant (OA) is responsible for completing the entry and validation of timecards that are being processed across the entire ITOPS organization.

Physical Requirements: The work is primarily sedentary, although some light physical effort may be required.

Major Duties:

  • Provides timekeeping support to ITOPS employees and supervisors, Financial Services Center (FSC) and each facility payroll office throughout ITOPS to ensure all required timekeeping actions such as: leave requests and/or overtime/compensation requests are entered appropriately and timely;
  • Responds expeditiously, tactfully, and professionally to sensitive customer inquiries regarding timekeeping;
  • Interacts with officials from other VA components and customers from other divisions to provide advise to management officials on business operations and services;
  • Prepares reports and maintains records of work accomplished;
  • Coordinates the preparation, presentation and communication of work-related information to the supervisor.
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-06. At the GS-05 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-06. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Promotion is not guaranteed, and no promise of promotion is implied.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/13/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

There is no Time-in-Grade requirement for the GS-5 level.

Selective Placement Factor: This position includes a skill, knowledge, ability or other worker characteristic basic to -and essential for- satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: Do you have experience in operating the Veteran Affairs Time and Attendance system (VATAS) to complete the data entry of employee work schedules such as: tour of duties, telework schedule, leave used, overtime/compensation time earned?

You may qualify based on your education/experience, as described below:

GS-5: Education - Four (4) years above high school. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

OR

GS-5 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Specialized experience includes using automated systems to complete clerical duties in an office environment, assisting customers with general and sensitive inquiries; maintaining official electronic and hard copy documents, files and records; entering timecard data for higher level review and/or approval;

OR

Combination of Education and Specialized Experience: Possess equivalent combinations of successfully completed post-high school education and experience to meet total experience requirements for the GS-5. *Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

GS-6 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Specialized experience includes preparing reports; coordinating the preparation, presentation and communication of work-related information; evaluating processes and making recommendations for effective organizational changes related to timekeeping program matters; independently validating employee timecards.

Proficiency Requirements: In addition to meeting experience or education requirements, applicants for this position must show possession of the following skills:

  • Typing 40 words per minute. Words per minute are based on a 5 minute sample with three or fewer errors.
Applicants may meet this requirement by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
