Summary

The incumbent serves as a subject matter expert with responsibility for providing authoritative analysis, advice, and direction in the development, coordination, and advocacy of strategies for intercountry adoption (ICA) oversight. The incumbent is essential to facilitating responsive and widely vetted approaches to complex challenges facing the U.S. government in its efforts to promote ICA as a viable option for children in need of permanency and to ensure that the system is safe and ethical.

Duties

Help
  • Provides senior-level oversight of the accrediting entities (AE) responsible for accreditation and oversight of adoption service providers (ASP), including policy development and implementation, and program monitoring, review, and evaluation.
  • Conducts data analysis of adoptions in relation to global trends and developments that impact the viability of intercountry adoption (ICA). Drafts and integrates regulatory and legislative proposals consonant with changing conditions that impact ICA.
  • Represents the Department with officials from the Department of Homeland Security, Department of Justice, Department of Health and Human Services, Congress, and the White House in coordinating legislative and regulatory activities related to ICA.
  • Coordinates, as necessary, with other offices within the Department, including the Visa Office, Passport Services, Office of Fraud Prevention Programs, and the Bureau of Diplomatic Security on matters of mutual interest or concern.
  • Periodically reviews existing regulations governing ICA and works with the Office of the Legal Advisor to identify areas where revisions, updates, and/or new regulations are required for effective ICA oversight that complies with federal standards.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience drafting, reviewing, and clearing proposed new policies ensuring consistency with existing laws, regulations, policies, and other organizational policy guidance and are aligned with organizational missions, goals, and objectives;
  • Experience coordinating the development of senior-level briefings, position papers, talking points, memoranda, and reports on programs, policies, and plans for use by senior organizational leadership and decision makers;
  • Experience initiating, planning, and conducting in-depth research and analysis, from concept development to implementation, of new and emerging areas of consular affairs policy with a particular focus on intercountry adoption programs; and
  • Experience in evaluating the impact of trends and changes in regards to laws, policies, and regulations applicable to intercountry adoption and oversight.

There is no substitute of education for specialized experience for the GS-14 position.
