Duties

Help

The incumbent serves as the HRM primary supervisory staff officer for oversight and management of administrative programs, financial management, budget development, communications, and office liaison to OIRM and the Office of Budget, Finance, and Award Management (BFA) on budgetary matters. Serves as the primary advisor to the HRM Division Director and Deputy Division Director on financial management, business operations, administrative, and communications issues.

Duties:

The incumbent spends 25% or more of his/her time supervising a broad scope of functions to include business operations, communications, and HRM’s administrative program.

As the principal administrative official, the incumbent provides the administrative direction for HRM in the development of detailed plans, practices and procedures for long-range strategic development, planning, implementation, and management of the HRM administrative program.

Conduct studies of administrative functions independently or at management direction to improve processes.

Independently coordinates/develops and formulates HRM's program budget, ensuring proper resource allocation to enable HRM to accomplish its mission effectively and efficiently.

Applies scrutiny in the review of the budget estimates and justifications, and to the day-to-day monitoring of obligations and expenditures of appropriated funding to present the findings to HRM senior leadership.

The incumbent serves as one of the Office's Contracting Officer's Representatives (COR).

Oversees the development and execution of division-level strategic communications and marketing plans addressing communications to both internal and external HRM audiences.

Regularly assesses customer satisfaction and identifies opportunities to improve the customer experience for HRM services.

Qualifications

To qualify at the GS-14 grade level, you must have one year of specialized experience equivalent to the GS-13 level in Federal service. Examples of specialized experience include: overseeing the development & implementation of administrative procedures & business policies; independently developing & formulating operational & program budgets; performing staffing planning and analysis; experience serving as a COR; and analyzing & developing solutions to organizational issues.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
