Summary

The HR Specialist positions are located in Human Resources Management and Consulting Service (HRMACS). The HR Specialist's primary purpose is to provide comprehensive staffing and placement services in compliance with federal and VA staffing and compensation regulations.

The first 50 eligible candidates who applied will be considered for referral to the selecting official. Additional candidates will be referred based on hiring needs and/or Hiring Manager request.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Public speaking is required therefore employee must be able to travel.


This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.


Major Duties:
  • Use a variety of recruitment documents/references (Position Description; Qualification/Classification Standards) to create Job Analyses and Announcement Assessment Tools.
  • Post vacancy announcements utilizing USA Staffing.
  • Assess applicant qualifications and eligibility.
  • Advise management officials on all regulatory aspects of federal civilian staffing.
  • Advise on setting and adjusting new and continuing federal employees.

Qualifications

To qualify for this position, applicants must meet all requirements when a request is received to fill a vacancy.

GS-09 grade level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:

Applying fundamental Human Resource Management laws, principles, systems, policies, methods, and practices to provide comprehensive staffing and placement services; advising managers, supervisors, and other HR professional on technical issues involving recruitment and placement actions;

OR

Applicants may substitute education for the experience required for the GS-09 level. The education must be:

A master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related;

OR

Applicants may also combine education and experience to qualify at the GS-09 level.


NOTE: Graduate Education: Education at the graduate level must be from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.


One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.


To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-9. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
