Summary

This position is in the National Science Foundation (NSF), Office of Budget, Finance and Award Management (BFA), Division of Grants and Agreements (DGA).  The primary purpose of the position is to oversee, manage, analyze, and process grant, cooperative agreement, interagency agreement, and other agreement actions while providing financial and administrative support to NSF award recipients and to internal scientific program staff.

Duties

Help

As a Grants Management Specialist, the incumbent will perform a variety of tasks selected by the supervisor with a view to his or her development.  

Duties include: 

  • Participates in reviewing program recommendations and in negotiating, drafting and awarding grants, cooperative agreements and other agreements with Federal agencies for funding scientific research, and other related activities, including research facilities.
  • Utilizes highly automated electronic and computer systems to review, process and generate certain data and documentation.
  • Assists senior staff in the review and analysis of business, financial management, policy and other non-scientific aspects of recommended awards and potential and current awardees.
  • Participates in administering and closing-out grants, cooperative agreements and other awards and recommends corrective actions including suspension and termination of awards when necessary.
  • Assists senior staff in providing advice and assistance to National Science Foundation (NSF) Programs in selecting the most effective methods for generating proposals in order to implement diverse types of scientific research projects and other related activities.
  • Participates in discussions with program staff, proposers and awardees regarding NSF policies, procedures, and requirements and applicable Federal laws and regulations that pertain to the award, administration and management of grants and cooperative agreements.

Qualifications

To qualify for the GS-5, you must have one of the following: One year of specialized experience equivalent to the GS-04 level in federal service. Examples of this experience includes: participating, with supervision, in the federal grant award process; gathering and analyzing data; and generating reports.

OR Have successfully completed a full four year course of study in any field leading to a Bachelor's degree, from an accredited college or university;
OR Have a combination of post high school education and experience that together meet the qualification requirements for this position.

To qualify for the GS-7, you must have one of the following: At least one year of specialized experience equivalent to the GS-5 in the Federal service. Examples of specialized experience includes: participating in the grant award process; screening grants for completeness; conducting analysis of data and preparing reports.

OR Have one full year of graduate level education;
OR Have superior academic achievement eligibility after completing a Bachelor’s degree that is based on one of the following: In the upper one-third of your graduating class; OR a GPA of 3.0 or higher out of 4.0 as recorded on your official transcript, OR based on courses completed during your final 2 years;
OR Have a combination of post high school education and experience that together meet the qualification requirements for this position.

To qualify for the GS-9, you must have one of the following: At least one year of specialized experience equivalent to the GS-7 level in the Federal service. Examples of such experience include: reviewing routine grants,  agreements and proposals for completeness; obtaining additional information when necessary; and completing related assignments to develop skills and knowledge in grants management.

OR Have a Master's or equivalent graduate degree;
OR Have two full years of progressively higher level graduate education leading to such a degree;
OR Have a combination of post high school education and experience that together meet the qualification requirements for this position.

Education may be substituted for experience as described in “Qualifications."
