Duties

Help

The Director of the Board’s Executive Secretariat works with the Board Chair and Vice Chair, the Board’s Executive Officer and Counsel, National Science Board Office (NSBO) staff, and National Science Foundation (NSF) staff to accomplish the following:

  • Manages the NSB Executive Secretariat and supports the (NSBO) in their work both as a governing Board to NSF and in recommending national science policy to the President and Congress.
  • Provides a key component to the NSB’s interaction with NSF as well as the White House, Congress, and other Federal agencies and directly supports the NSB Chair in official meetings.
  • Serves as policy lead for NSBO, identifying, developing, coordinating, and analyzing policy recommendations.
  • Leads a team of policy analysts researching and drafting policy reports, briefs, position papers, and statements for NSB approval and publication.
  • Coordinates Board policy activities with staff from NSF’s Office of the Director.
  • Supervises Science and Engineering Policy Analysts within the Board Office and coordinates their activities with other NSB units.
  • Serves as NSB Meeting Development Manager to initiate, develop, and coordinate Board meeting agendas.
  • Coordinates the preparation, collection, and review of agenda items, supplemental materials, background documents and other materials for Board meetings and related activities.
  • Serves as an expert advisor to the NSB Chair and Vice Chair on Board meeting rules of procedural protocol.
  • Performs in-depth analyses of complex issues and agenda items brought before the Board, ensuring that policy options are identified and vetted with appropriate NSB and NSF staff.
  • Researches and prepares talking points for the Board Chair, Vice Chair, and Chair of Board committees.
  • Develops, analyzes, and coordinates the preparation of all Board meeting materials through interaction with science and engineering policy stakeholders, Board Office Liaisons, etc.
  • Oversees coordination, integration, and training of NSF Directorate NSB Executive Secretaries.
  • Organizes and conducts pre- and post- NSB meeting briefings to facilitate collaboration and constructive communication regarding NSB meeting activities.
  • Develops and maintains the NSB Executive Secretary Guide, which serves as the official NSB general reference for NSF Executive Secretaries and Board Office Liaisons.
  • Oversees the administrative process for the election of Board Officers.
  • Serves as the primary editor for the development and production of a wide variety of items in support of NSB activities including speeches, testimony, talking points, minutes, biographical materials, policy communications, correspondence, statements, resolutions, and Board accomplishments.
  • Prepares and coordinates review of the official Minutes of NSB Plenary Closed and Open Sessions based on official transcripts, and preparation of the unofficial public "Major Actions and Approvals," and "Summary Reports" for NSB meetings.
  • Oversees the records repository for the NSB.
  • Assures that records management activities are within appropriate policies and statutory requirements including the Sunshine Act, FOIA, NSF and NARA regulations.
  • Oversees management of the NSB library and preservation of the NSB archives and institutional documentation.
  • Organizes, collects, and updates materials for continuous use by NSB Members and NSBO staff.
  • Establishes, organizes, and maintains NSB Library materials in permanent locations to include evaluating existing and new materials for retention in NSB Library.
  • Establishes and enforces appropriate guidelines for proper conservation of NSB materials and establishes/maintains ready-reference materials in support of policy research.
  • Ensures that NSB Minutes and Board Books are archived in the NSB SharePoint document library and prepared for permanent retention in accordance with NARA
    Record Schedule requirements.

Qualifications

To qualify at the GS-15 level, you must have at least one year of specialized experience equivalent to the GS-14 level in the Federal Service. Examples of specialized experience include: developing and coordinating agendas and materials for oversight committees or advisory board meetings, ensuring compliance with administrative laws and regulations with regards to records and information management, and experience drafting, developing, and supporting the production of reports, speeches, testimonies, statements, talking points, policy communications and resolutions in a scientific environment.

In addition to meeting the minimum qualification requirements described above, all candidates must also identify in their resume experience which demonstrates that the candidate meets the following selective factor.  Candidates who do not show such experience on their resume will no longer receive consideration for the position.

Selective Factor: I have experience managing and supporting the activities of a policy, governance or advisory/oversight board, committee, governing body, or commission.  

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and select eligibles.  Based on your responses to the occupational questionnaire, you will be assigned a score.  Your score will determine in which of three categories you will be placed:  Excellent, Very Good, or Good.  Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category. 
Veterans with service-connected disability of 10% or more will be placed at the top of the highest quality category.
