Duties

Help

Duties include:

Provides library services to a wide range of users engaged in various aspects of Holocaust research, investigating and analyzing sources to perform independently at least two of the following library functions, as assigned: Collection development, acquisitions, bibliographic access (cataloging), reference services, collections management, and digital access.

Evaluates and develops topical areas of the collection, and searches various sources to identify, evaluate, and recommend print, audio-visual, and electronic resources to be acquired in accordance with the Museum's collecting policies and researcher needs. Determines the optimal sources and terms for the acquisition of Library materials; initiates orders according to Museum procedures and utilizing the appropriate systems; receives materials; ensures the timely payment of invoices; applies institutional and Federal purchasing requirements; and assists in monitoring the budget to ensure that funds are spent in accordance with appropriate controls.

Applies current national and institutional cataloging rules, standards, and practices and utilizes the full range of cataloging tools to make comprehensive cataloging information about the Holocaust and genocide available to libraries and library users worldwide.

Provides timely and efficient reference services to users of the Library and Archives collections; creates well-documented responses to requests, reflecting knowledge of the collections and expertise in the fields of Holocaust studies; develops methods to highlight resources; and manages reading room operations, including technology.

Conducts and oversees housing, shelving, inventory, and circulation activities; recommends modifications to the storage of materials to meet researcher needs, to ensure the security and preservation of materials, and to maximize use of space; coordinates the delivery of collections materials and tracks locations; and assesses the need for rehousing or treatment of collection materials.

Manages digitization projects following established policies and procedures, coordinates and fulfills duplication requests for donors and patrons, and provides technical support and guidance for projects to expand digital access to resources, including eBook and other electronic resource programs.

Qualifications

BASIC REQUIREMENT (IOR): 

1. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. TRANSCRIPTS MUST BE SUBMITTED.

OR 

2. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. NOTE- Experience must have demonstrated the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art. For positions where foreign language proficiency is needed, applicants must be able to read and/or translate material in the appropriate specialized subject-matter field.

SPECIALIZED EXPERIENCE STATEMENT:

Applicants must have at least one year of specialized experience performing work equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector to qualify. Specialized experience is defined as experience:

Providing reference services to library users.

Conducting cataloging, collection development and acquisition of resources.

Managing collections to meet researcher needs.

Managing digital access projects following established policies and procedures.

Consulting with experts within the library and research communities.

NOTE: This position requires knowledge of one or more European languages, and/or Hebrew or Yiddish, sufficient to read, interpret, and record bibliographic information, and to identify the subject and source of Library and archival materials. The Position requires knowledge of the history of the Holocaust and related subject matter.

Education

To support basic OPM requirement, transcripts must be submitted.

CTAP applicants MUST submit the following documents:

  1. A copy of your specific RIF notice; notice of proposed removal for failure to relocate; a Certificate of Expected Separation (CES); or certification that you are in a surplus organization or occupation (this could be a position abolishment letter, a notice eligibility for discontinued service retirement, or similar notice).
  2. A copy of your SF-50 “Notification of Personnel Action”, noting current position, grade level, and duty location;
  3. A copy of your latest performance appraisal including your rating; and
  4. Any documentation from your agency that shows your current promotion potential.

ICTAP applicants MUST submit the following documents:

  1. A copy of your RIF separation notice; notice of proposed removal for failure to relocate; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement;
  2. A copy of your SF-50 “Notification of Personnel Action” documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc.;
  3. A copy of your latest performance appraisal including your rating; and
  4. Any documentation from your agency that shows your current promotion potential.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

-Knowledge of, and skill in applying, registration software and data standards in order to accession and track audio and video testimonies, moving images, sound recordings, 3-dimensional artifacts, manuscripts, microforms, and photographic collections in an automated database.

-Skill applying registration principles, theoretical concepts, techniques, and requirements to solve complex accession, loan, insurance, copyright, and documentation matters.
