As an Paralegal Specialist at the GS-0950-9/11, some of your typical work assignments may include:

  • Research and provide interpretation of the disaster loan program's laws, regulations, policies, and standard operating procedures to provide guidance and support to program managers and loan officers.
  • Review draft loan authorizations for all loans, as required, and for cases involving non-routine conditions, facts or other circumstances.
  • Ensure loan application compliance with legal requirements, eligibility, capacity, and authority of the borrowers to incur debt, validity of proposed pledge of collateral etc.
  • Use computer based systems to identify if all needed loan closing documents are received and to provide necessary instructions for proper creation of documents by others.
  • Address inquiries and concerns of borrowers and their authorized representatives regarding legal issues and requirements of closing and legal basis of various terms, conditions and collateral requirements

  • Salary is non-negotiable; however additional locality pay may be added to the above salary based on the employee's residence or work location.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency, if after November 22. SBA will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.

You must be able to obtain and maintain a Government travel credit card.

Favorable background investigation and credit check are required.

Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and ten to fourteen hours a day).

Credit Score must be at least 500.

Qualifications

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.
You must meet all qualification requirements at the time you submit your application.
You may qualify based on experience or education.

Experience:
To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer or that experience will not be credited for meeting the specialized experience requirement.

GS-09: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:

  • Responding to a variety of customer inquiries by providing information to internal and/or external customers;
  • Performing legal research of regulations, laws, legal databases, etc. to obtain information or address issues/concerns; AND
  • Reviewing loan or legal documents for compliance with applicable regulations and guidelines.
GS-11: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
  • Responding to a variety of customer inquiries by providing information to internal and external customers;
  • Performing legal research of regulations, laws, legal databases, etc. to obtain information or address issues/concerns;
  • Reviewing loan or legal documents for compliance with applicable regulations and guidelines; AND
  • Assisting borrowers with closing residential and/or business loans.
In addition to the above specialized experience for the GS-9 and GS-11 levels, applicants must indicate proficiency in utilizing Microsoft Office programs, such as Word and Excel on their resume.

Education

Education may be substituted for all or part of the experience requirements outlined above. If qualifying based on education, you must submit transcripts at the time of your application or you will not be found eligible. Because of the program requirements, your educational major is expected to be directly related to the position to be filled (law, legal studies, criminal justice, etc.). For this skill set, a degree in Business Administration is qualifying, provided the major/concentration was in law, finance, or similar area.

GS-09: Must have a master's or equivalent graduate degree in a related field, or 2 full years of related progressively higher level graduate education leading to such a degree, LL.B or J.D., from an accredited college or university.

GS-11: Must have a Ph.D, or equivalent doctoral degree in a related field, or 3 full years of related progressively higher level graduate education leading to such a degree, from an accredited college or university.

Additional information

If you work or are expected to work at least 90 consecutive days and 130 hours per month, you will become eligible for health insurance benefits only.
