Summary

This position is located in the Office of Information Technology in Rockville, Maryland. This position serves as the Chief Data Analytics Officer (CDAO). The CDAO represents the agency in all matters pertaining to data, enterprise database management, and standards and operations of technology. The incumbent in this position reports to the Deputy Director, Chief Information Officer, Office of Information Technology (OIT).

Help

  • Operational Management: Manage the design, development, and implementation of data solutions; conduct research to remain up-to-date on industry trends and emerging technologies in anticipation of new business processes and system alterations; analyze and update data analytics standards across the IHS organization; provide regular written and in-person communications with organization leadership, external partners, technical counterparts, and end users. Develop, track, and control the division's annual operating and capital budgets; provide technical services through oversight of service level agreements with end users and monitoring of systems, programs, and equipment performance.
  • Acquisition and Deployment: Assess and communicate risks associated with data-related investments and purchases; develop business case justifications and cost/benefit analyses for technology spending and initiatives to support data management and analytical capabilities; develop and maintain organizational procedures, policies, and standards for acquiring, implementing, and operating new network systems, equipment, software, and other technologies to support data management and analytical capabilities. Manage all steps for projects and the project portfolio as they relate to the selection, acquisition, development, and installation of majorinformation systems. Oversee all responsibilities involved in contract awards that will provide the best services to the government with the lowest risk.
  • OIT Management Team: Serve as the Director of the Division of Data Management and Analytics to direct staff in their activities to meet programmatic goals for providing managerial direction and oversight of IT enterprise data management, system design and development. Responsible for recruitment of organizational staff for data management and analytics; Advise on Health IT data management and analytics services for Agency program objectives and operations to ensure enterprise-wide technology integration and enforce standardized processes for developing an agency-wide data and analytical platform.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Developing or implementing data analytics projects or programs to enable data driven decisions; performing transformations of structured and unstructured data to prepare data to use for creating datasets and dashboards; implementing enterprise data strategies to ensure compliance with laws, regulations and applicable policies; leading or supporting strategic business opportunities that advocate for a data driven culture.Evaluating current health IT data management programs to improve policies and plans for IT systems that minimize IT systems vulnerabilities; implementing internal controls to ensure health IT data compliance and consistency across an organization; advising internal and external customers on IT data strategies and plans. Experience managing multimillion-dollar health IT contracts as a certified FAC-COR-Level III and FAC-P/PM-SR level ensuring successful development, acquisition, implementation, and support of operations within the agency's data management and analytics portfolio.

SELECTIVE PLACEMENT FACTOR: The selected individual is required to hold and maintain a Federal Acquisition Certification for Contracting Officers Representative, Level III (FAC-COR Level III) and Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) Certification Level III. If certificate is not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

Relocation incentives may be authorized. At least a 6 month service agreement will be required.
