This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

MAJOR DUTIES:

As the Healthy Start Branch Chief, you will supervise and provide administrative, technical supervision and guidance in areas of data and information systems design and management, data analysis and evaluation and performance measures for the Branch.

Specifically, you will:

  • Perform the administrative and human resource management functions relative to the staff supervised.
  • Establish guidelines and performance expectations for staff members which are clearly communicated through the formal employee performance management system.
  • Serve as an agency expert and coordinator in providing intellectual leadership and focus relative to the delivery of perinatal, infant, and maternal health services to reduce the rate of infant mortality and improve perinatal outcomes.
  • Direct public health activities that may include performance analysis and research that assists the Bureau in advancing state-of-the-art approaches in the public health area addressing eliminating disparities and reducing infant mortality.
  • Coordinate with other Bureau staff, as necessary, to implement community-based interventions designed to support innovative programs throughout the lifespan of women, children and their families and assuring that the views if technical specialists are reflected in the final product.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

In addition to the above competencies, in order to qualify for this GS-15 position,your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.

Examples of qualifying experience equal to the GS-14 level include performing the following types of tasks on a regular and recurring basis:

Providing leadership in planning, directing, coordinating, monitoring and evaluating programs that focus on perinatal, infant, and maternal health services programs and initiatives; working with a range of national, state, and local advocacy and professional groups to develop strategies that address perinatal, infant, and maternal health public health program issues; and, analyzing and overseeing the implementation of policies and regulations for public health programs focused on perinatal, infant, and maternal health.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

PUBLIC HEALTH - Knowledge of the principles, practices, and methods of administering public health programs to provide advice and technical assistance on the improvement of public health activities, including analysis and evaluation for public health programs at Federal, State and Local government levels.

ORGANIZATIONAL STRATEGIC SUPPORT - Supports organizational goals and objectives in accordance with strategic and/or operations plans.
