Summary

This position is located within the Bureau of Global Public Affairs, Office of International Media Engagement (GPA/IME).  IME and its six overseas Media Hubs serve as platforms to engage foreign audiences through broadcast, print, and social media.  The incumbent is the lead coordinator for the GPA Forward strategic communications initiative, deploying press, digital, and analytic resources globally to effectively explain U.S. policy to international media.

Duties

Help
  • Supports the Department's mission of engaging members of the international media to disseminate important U.S. foreign policy messages with far-reaching implications.
  • Develops relations with press and Public Affairs Officers in regional bureaus and posts overseas to develop strategies for ensuring that U.S. foreign policy positions are positively and persuasively reflected in international media.
  • Coordinates with senior dept. communicators, the Interagency, and the field to identify needs and prioritize digital & analytic services; manages delivery & implementation to GPA’s Regional Media Hubs, overseas posts, & updates of media tools.
  • Analyzes strategies, workflow, and processes of the GPA Forward strategic communications unit and provides quality control and evaluation of contractor services.
  • At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-13 level.

Qualifications

GS 12:

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience preparing informational materials to be used by the press, including press releases, fact sheets and other background materials
  • Experience interacting with the news media, providing information to the press, and shaping statements and/or responses delivered by senior officials

There is no substitute of education for specialized experience for the GS-12 position.

GS 13:

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience drafting complex informational materials for the press, including press releases, fact sheets and other background materials.
  • Experience developing and implementing proactive media engagement strategies and public relations campaigns.
  • Experience monitoring media coverage and international developments to identify target audiences, craft tailored messages, and accurately and quickly communicate policy priorities. 

There is no substitute of education for specialized experience for the GS-13 position.
