Duties

Help

As a PASSPORT AND VISA SPECIALIST at the GS-0967-11 some of your typical work assignments may include:

  • Reviews passport and visa applications received by customer walk-in or by mail from DoD Agencies, other Federal Agencies, and military installations (worldwide).
  • Performs quality control checks on all passport and visa transactions and prioritizes each request for internal tracking, inquiry responses, and workload monitoring by use of several automated databases.
  • Screens citizenship evidence for passport requests, verifies that the applicant is a federal government direct-hire officer or employee or eligible family member, verifies the photographs are a good likeness of the applicant and records on the passport application the identification presented.
  • Constructs, catalogues, and maintains an automated transaction file for each passport and/or visa application by use of an automated database.
  • Drives an assigned government vehicle for courier distribution of passports and visa information to DOS and various embassies and consulates in metropolitan Washington, DC.
  • Assist with the improvement of daily operations, implementing and utilizing office automation technologies.

  • Local travel required. Incumbent must have and be able to maintain a valid driver?s license. Position will require incumbent to drive in and around the Washington, DC area to the various embassies and consulates.
  • Must be able to obtain and maintain a SECRET security clearance.
  • Must consent to and pass pre-employment drug testing and be subject to periodic random drug testing thereafter.
  • Position requires that the incumbent be appointed as a Federal Passport Acceptance Agent. Once appointed, the incumbent must acquire and maintain DOS certification as a Federal Passport Acceptance Agent.
  • DoD passport agents must be recertified every 24 months in accordance with the 2012 DoD/DOS MOU. Failing to remain compliant with the training requirement will result in suspension or possible termination of DoD passport agent privileges.

Qualifications

You may qualify at the GS-11, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:

  • Experience using of legal and regulatory provisions governing U.S. citizenship, nationality, and/or visas.
  • Experience with principles, systems, and operations related to the issuance of passports or other citizenship registration, certificates, or visas.
OR
B. You possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree; OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

Undergraduate Education: Major study -- any field.

Graduate Education: Major study -- law or other fields related to the position to be filled.

OR
Specialized Experience (for positions above GS-5): Experience that demonstrated knowledge of the nationality laws of the United States. Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the nationality laws of the United States.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
