Duties

  • Applies a professional knowledge of archeological principles, theories, concepts, methods, and techniques to perform a variety of complex assignments related to heritage resource management.
  • Identifies impacts from recreational, commercial, and industrial operations and ensure heritage resources are protected and/or mitigated from the potential effects of these activities.
  • Ensures compliance with Section 106 and 110 of the National Historic Preservation Act.
  • Prepares professional reports and studies and reviews reports made by others, ensuring all reports are adequate to meet compliance requirements of legislation, regulation, and needs of BLM management.
  • Conducts inventories to locate heritage resources and determine impacts due to developmental activities in accordance with applicable federal laws, regulations, and policies.
  • Consults with BLM management, land owners, state government officials, tribal governments, consulting parties and the public to provide information, develop opportunities for partnerships, explain and apply legal requirements and new technologies.
  • Provides recommendations and solutions required to achieve compliance and eliminate resource conflicts.
  • Promotes participation and organizes volunteers and other interested publics in partnerships to protect and manage heritage and paleontological resources.
  • Provides professional instruction, guidance, information, and interpretation of historic and prehistoric heritage resources.
  • Ensures that inventory and site data are entered, managed, and utilized in various geospatial databases.
  • Utilizes the heritage resource and other resource spatial data to perform analyses to assist with land use planning, decision making, and day-to-day management activities.
  • Advises higher level officials of any deficiencies in the heritage resource program and recommends what resources are needed to eliminate short falls.
  • May serve as a Contracting Officer Representative (COR) or a Contracting Officer Technical Representative (COTR) for contracts, and/or as a Program Officer for assistance agreements.

Qualifications

To be eligible, an applicant must:

Recent Graduates
A Recent Graduate who has obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years or other applicable period.

Other applicable period may include: (1) Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study; and (2) Applicants who completed their educational program requirements after December 27, 2010 will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012.

To be creditable, experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

Specialized Experience: For the GS-7 grade level, you may qualify based on (1) completion of 1 academic years graduate-level, (2) 1 year of creditable specialized experience equivalent to the GS-5 grade level, and/or (3) combination of education and experience. Examples of specialized experience include, but are not limited to: working with a professional archeologist, planning and carrying out field studies to identify cultural, historic and/or paleontological resources; assisting in recording survey results through field notes, site maps, or photographs; and applying and adapting a wide range of established data analysis methods to fit a variety of circumstances. *When detailing your experience on your resume, please ensure you are utilizing start and end dates in month/day/year format and that you have identified the number of hours worked per week.

Specialized Experience: For the GS-9 grade level, you may qualify based on (1) completion of 2 academic years graduate-level, (2) 1 year of creditable specialized experience equivalent to the GS-7 grade level, and/or (3) combination of education and experience. Examples of specialized experience include, but are not limited to: conducting archeological investigations as an experienced crew member or crew chief; preparing reports on historical archeological site investigations; conducting surveys using GPS mapping techniques; preparing GIS maps and overlays; and conducting independent excavation and testing of archaeological sites. *When detailing your experience on your resume, please ensure you are utilizing start and end dates in month/day/year format and that you have identified the number of hours worked per week.

Substitution of Education for Experience: For the GS-7, 1 academic year of graduate education which is directly related to work of the position, or an equivalent combination of specialized experience and education, or Superior Academic Achievement.

Physical Demands: Field work routinely requires physical exertion such as long periods of standing or walking over rough, uneven, rocky surfaces or mountainous terrain; recurring bending, crouching, stooping or reaching; using hand tools such as shovels, trowels, or screening devices; and lifting of moderately heavy items such as equipment and samples.

Work Environment: The work regularly involves moderate risks or discomforts which may require special safety precautions, e.g., adverse weather conditions, hazardous driving conditions, irritating or occasionally hazardous chemicals; hostile wildlife; and travel in off-road vehicles. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

Education

This position has a positive education requirement which requires that you:
A. have a degree that included: (1) Three semester hours each in the following course areas: - History of archeology. - Archeology of a major geographical area such as North America or Africa. - Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development. - Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical
techniques. - Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND (2) Six semester hours of related
course work in: - geography, geology, or cultural geography; - history, historiography, or historical archeology; - environmental studies; - scientific writing (nonfiction English composition) - surveying; AND (3) Archeological field school. OR 2. Related Curriculum- Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements listed above (including archeological field school):

B. Combination of education and experience-- College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.
OR
C. Experience- four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project:

Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework with supervisor approval.

This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program. The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment.

The agency may noncompetitively convert a Recent Graduate who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the BLM's 1 year developmental program and meets the OPM Qualification Standards for the targeted occupational series.
