Summary

The position of Management Analyst is located within the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Account Management Office. The Account Management Office coordinates and facilities all aspects of information technology (IT) operations on behalf of VHA's business owners and the Office of Information and Technology (OI&T). The incumbent provides full and complete support to Service Coordination and serves as a mid-level advisor on IT operations.

Physical Requirements: The work is predominantly sedentary and does not require any special physical effort ; But requires walking , bending, and lifting. the work requires considerable use of a video display terminal and extensive typing. Travel may be required and the performance of duties to attend meetings and conferences. Physical demands associated with airlines and automobile travel include driving , walking , bending, twisting , and lifting. Incumbent may be required to work a rotating schedule that includes nights Holidays and weekends.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-13. At the GS-11 and at the GS-12 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.


Major Duties:
  • Coordinate and lead reviews conducted to measure system performance based on established work statements including Memoranda of Understanding (MOUs) and Service Level Agreements (SLAs), Operating Level Agreements (OLAs), and any other contract documents used in format IT Service Level Management, that defines the scope of work in terms of products, services, an infrastructure to be delivered to VHA's national healthcare environment.
  • Serve as a mid-level advisor to the director, service coordination and staff on the level and quality of support provided by OI&T's Field Operations Office. The incumbent will prepare written recommendations on reasonable service approaches that address anticipated or noted service deficiencies.
  • Creates essential components in support of data calls, design survey instruments, methodologies and/or analysis tools, collects information, provides analysis, interprets results for reporting an recommends action. Assist in formatting measurement criteria and specified subject matter areas to develop key performance measures.
  • Coordinates with VHA OI customers and the appropriate entity within OI&T to document the production and disaster recovery environment business needs of VHA. Ensures contingency planning/continuity and of operations efforts in mission critical areas are documented in the appropriate SLAs and are wide enough in scope to include but not limited to medical center infrastructures VISTA/HealtheVET, help desk, network operations, and server and security operations.
  • Assists the Director and other Account Management Office staff in developing VHA recommended positions on program issues including the determining and impacts new VA policy may have on VHA business strategies related to the deliver of patient care services and medical research.

To qualify for this position, applicants must meet all requirements when a request is received to fill a vacancy.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this vacancy at a GS-11, applicants must have held grade a GS-09 or higher for at least one year to be eligible for the GS-11 grade level of this position. For the GS-12, applicants must have held grade GS-11 or higher for at least one year to be eligible for the GS-12 grade level of this position. For the GS-13, applicants must have held grade a GS-12 or higher for at least one year to be eligible for the GS-13 grade level of this position. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one-year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one-year time-in-grade. Specialized Experience: You may qualify based on your experience and/or education as described below:

For GS-11: You must have one-year of specialized experience equivalent to at least the GS-9 level in federal service executing the following duties: Providing advice on procurement issues in law with regulations; collecting information, providing analysis, interpreting results for reporting and recommending actions; preparing written recommendations on reasonable service approaches that address anticipated or noted service deficiencies; managing multiple work patterns; OR, Education: For GS-11: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.

For GS-12: You must have one-year of specialized experience equivalent to at least the GS-11 level in federal service executing the following duties: Executing Contract Officer Representative functions; analyzing Root Cause Analysis, Fault Tree Analysis, After Action Reports, and other reports on outages and deficiencies with Service Level Agreements; writing recommendations on service approaches that address anticipated or noted service deficiencies; utilizing communication skills, initiative and managing multiple normal work patterns. There is no educational substitution at this grade level.

For GS-13: You must have one-year of specialized experience equivalent to at least the GS-12 level in federal service executing the following duties: Preparing procurement requests, evaluating proposals for work, maintaining official procurement and contracting records file while acting as a Contract Officer Representative for various organization contracts; analyzing Root Cause Analysis, Fault Tree Analysis, After Action Reports, and other reports on outages and deficiencies with Service Level Agreements expertly; designing survey instrument, methodologies and analysis tools; supporting the development of Service Level Agreements, presentations, protocols, and materials. There is no educational substitution at this grade level.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
