Incumbent is a member of a field team that provides technical advice, assistance, and guidance on forest health issues to Federal, State, private and tribal land managers. Incumbent performs a variety of professional plant pathology tasks.
Summary
These positions are located in the Intermountain/Northern Regions, State & Private Forestry in Boise, ID and Missoula, MT. Incumbent is a member of a field team that provides technical advice, assistance, and guidance on forest health issues to Federal, State, private and tribal land managers. Incumbent performs a variety of professional plant pathology tasks.
50% or less - Extensive travel is required approximately 50% of the time for site visits, working with resource managers, training, and attending meetings. During the field season, travel is required up to three weeks per month.
Coordinates and implements all aspects of a complex major forest pathogen detection, evaluation, prevention, and control program for such diseases as dwarf mistletoe, white pine blister rusts, and other western forest diseases.
Exercises scientific judgment to conceive and conduct evaluations, collaborating with research, to gain additional knowledge concerning disease biology, ecological relationships, parasitic effects, survey methodology, or new control techniques.
Implements technology transfer plans in order to make information available to specialists and resource managers.
Prepares plans designed to meet technical objectives and collects field data.
Processes and analyzes data, consults with other professionals, evaluates the results, and makes recommendations.
Prepares technical reports and manuscripts.
Provides site-specific, technical assistance concerning forest diseases to land managers, and documents this assistance in written guidelines which are incorporated into various resource project plans.
Develops these management guidelines by identifying significant pathogens, determining the present amount of damage caused by the organisms, and exercising judgment in evaluating the actual or potential seriousness of the infestation.
Where reduction of pathogen effects is desirable, develops current, effective, environmentally safe, and economically sound disease management alternatives which are consistent with specific land management objectives
Organizes, plans, and conducts forest pathology related training programs, presentations, or seminars, for various Federal, State, and private individuals.

Successful completion of one-year probationary period, unless previously served.

Basic Requirement for the 0434 series:
Degree: plant pathology; or a related scientific discipline that included at least 20 semester hours in basic botany or plant science, and 10 semester hours in plant pathology.
Graduate Education: must have been in plant pathology, or in one of the recognized subject-matter fields of plant pathology, or have followed a curriculum or pattern of training that placed major emphasis on plant pathology or one of the recognized subject-matter fields of plant pathology, such as those dealing with particular types of pathogens, diseases of particular kinds of crops, or chemical or biological controls. Graduate study in related fields such as microbiology, entomology, plant physiology, genetics, agronomy, horticulture, forestry, or chemistry may also be qualifying, provided it placed a sufficient amount of emphasis on plant pathology.
Evaluation of Education: courses in botany, plant physiology, plant taxonomy, plant pathology, agronomy, forestry, horticulture, or similar subjects may be used to meet the 20-semester-hour requirement in basic botany or plant science. To meet the specific 10-semester-hour requirement in plant pathology, the courses must have been in plant pathology, or have dealt with specific subject matter areas of plant pathology such as those concerned with viruses, fungal or bacterial diseases, host-plant relationships, biotic or chemical controls, environmental or physiological diseases, parasitic diseases, etc.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
For the GS09: Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level; OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Specialized experience is defined as meeting at least x of the following:

For the GS11: Applicants must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled); OR one year of specialized experience equivalent to at least the GS-09 level; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Specialized experience is defined as meeting at least x of the following:

Examples of specialized experience are: Wrote or reviewed management guidelines or recommendations for forest pathogens; Conducting evaluation surveys to determine the status of forest pathogens; Analyzing plant pathogen data and preparing initial reports; Participating in forest disease prevention and/or suppression projects; or Assisting in conducting training in the identification and management of harmful forest pathogens.
For the GS12: Applicants must have one year specialized experience equivalent to the GS11 level in the Federal service. Specialized experience is defined as meeting at least x of the following:

Examples of specialized experience are: Planning, coordinating, conducting, and reporting on evaluation surveys on Federal, state, and private lands to determine the status of forest pathogens; Completing suppression and prevention projects that reduced the adverse effects of a pathogen; Recommending reforestation, harvesting, and silvicultural practices that reduced losses; or Provided written and oral recommendations for reforestation, harvesting and silvicultural practices
