Duties

Help

The Digital Communication Specialist, you will:

  • Serves as a writer and editor for all digital properties providing counsel on effectively conveying agency priorities.
  • Writes persuasively and uses presentation skills to leverage the Drupal content management system to produce content that is engaging, informative, and complies with web accessibility best practices and 508 requirements, search engine optimization best practices, document tagging, and web content scalability required for the NHTSA’s mobile-friendly digital platform.
  • Writes or edits materials for use in special media projects, social media activities, ceremonies, news conferences, mass media campaigns, and public meetings.

Ideal Candidate Statement: As a Digital Communications Specialist in NHTSA’s Office of Communications and Consumer Information, the ideal candidate: is driven, reliable, strategic, motivated, resourceful, and always eager to take on challenges; has strong customer service, project management, and organizational skills; is comfortable and proficient working under tight and changeable deadlines and pressure situations; has strong verbal communication, writing, editing, and social media skills, as well as a plain language voice in support of broader conventional and online communication efforts, with an emphasis on digital presentation; is fluent and experienced with content management systems, such as Drupal 8, to create, update, and manage web site content; has knowledge of and skills with other specialized web-publishing tools and programming, including HTML, CSS, Javascript, WCAG 2.0, site taxonomies, SEO; is a team player, who works cooperatively on projects, but has the confidence to take the lead and provide guide to others, when necessary; and experience in public relations, marketing, community management is a plus.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the either the specialized experience qualifications or education for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience producing written and visual content that effectively articulates NHTSA's voice on wide-ranging matters for presentation on NHTSA's websites and for use on various social media channels and platforms such as Facebook, Twitter, YouTube, LinkedIn, and others.
  • Advanced skills to draft, edit, validate, and proofread digital communications and conventional written outputs such as news releases, fact sheets, speeches, talking points, blogs, scripts, presentations, or briefing materials.
  • Experience proficiently managing, updating, and archiving content within a content management system, Drupal, that powers NHTSA's websites, apps, and other digital platforms.
  • Experience skilled operational support for live-stream webcasts and webinars using a variety of services such as MS Teams, GoToWebinar, and Zoom.


To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Demonstrated experience writing, editing, and communicating accurately and clearly to transmit information about complex activities, programs, and functions on varied digital communication channels, including web, social, apps, mobile platforms and MS Teams, GoToWebinar, and Zoom.
  2. Demonstrated experience producing content using a strong, plain language voice and using specialized web-publishing tools and programming, specifically Drupal, Microsoft Office and Adobe Acrobat Professional.
  3. Demonstrated experience writing, editing, and communicating accurately and clearly through news releases, press advisories, social media, background statements, fact sheets, speeches, and other material for use by stakeholders and safety partners.
