If selected for this position, you will join a well-respected team within the Contracting and Acquisitions Section of the United States Attorney's Office, Southern District of Texas. Typical work assignments will include:

- Serve as a Contracting Officer Representative (COR) for actions over the simplified acquisition threshold;
- Prepare Statement of Work (SOW) or Statement of Objectives (SOO);
- Compile bidder's list and utilizes other sources list to facilitate requirements;
- Perform cost analysis and other evaluation actions to determine best value or lowest bid in award decisions;
- Ensure delivery of requirements and receipt of invoices for payment and closeout of received services or supplies;
- Ensure timely payment of invoices;
- Prepare contract solicitation and award documentation;
- Review requisitions and determine appropriate method of procurement;
- Develop procurements plans and strategy;
- Evaluate proposals, unsolicited proposals and other bid documents;
- Purchase simplified acquisitions when needed or required adhering to appropriate policy, procedure and processes;
- Evaluate, in conjunction with subject-matter experts, proposal, unsolicited proposals and other bid documents;
- Ensure delivery of requirements and receipts of invoices for payment and closeout of received services or supplies;
- Draft final contract documents, including specifications, packing and shipping requirements, inspection instruction, and all other special and standard contract clauses;
- Provide assistance with the training of junior level contract specialists.

Responsibilities will increase and assignments will become more complex as your training and experience progress.

The incumbent of this position will ALSO serve as a Contracting Officer Representative (COR) and must meet Federal Acquisition Certification in Contracting (FAC-C) Level I requirements or equivalent requirements.

Qualifications

To be qualified for this position, you must meet BOTH the Basic Requirements and the Minimum Qualifications.

BASIC REQUIREMENTS:
A 4 year course of study leading to a bachelor's degree with a major in any field.
-or-
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
-or-
You occupy and/or have occupied a GS-1102, Contract Specialist position in the Federal Government on January 1, 2000, in one of the following grade levels GS-5, GS-7, GS-9, GS-11 or GS-12.

MINIMUM QUALIFICATIONS:
GS-12: To be eligible at the GS-12 level, you must have one year of specialized experience equivalent to the GS-11 level in Federal service.

Specialized Experience is defined as reviewing requisitions and determining appropriate method of procurement; preparing Statement of Work and other documents necessary prior to a formal solicitation process; evaluating, in conjunction with subject-matter experts, proposals, unsolicited proposals and other bid documents; preparing contract solicitation and award documentation; resolving any contractor performance issues; drafting final contract documents, including specifications, packing and shipping requirements, inspection instruction, and all other special contract clauses.
