Summary

The incumbent serves as a Senior Agricultural Economist that leads the economic analysis aspects of regulatory projects for the USDA Agricultural Marketing Service's (AMS) National Organic Program's (NOP) Standards Division. This position is based in Washington D.C. Relocation will be paid. Do not apply for this position unless you are willing to move to the Washington D.C. area. Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Applying economic theories to describe the economic impact of decisions related to the regulation of organic farms, businesses, and certifiers.
  • Building cost-benefit models to support rule development and alternative analyses.
  • Conducting regulatory impact analyses and regulatory flexibility analyses for the purposes of rulemaking.
  • Conducting analyses based on organic market information, microeconomics, econometrics, and statistical inference.
  • Developing program policies, procedures, and regulations, with a specialized focus on economic analysis.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
BASIC REQUIREMENT:

  1. Degree: Degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

    or

  2. Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.

AND
FOR THE GS-13 LEVEL: In addition to meeting the basic requirement listed above, applicants must have also one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates at least 50% of the following:
  • Experience cleaning, analyzing, and managing large data sets of varying complexity.
  • Experience performing research for complex economic studies focusing on the farm and/or the food sector, as related to commodity or food markets, livestock, or U.S. agriculture.
  • Experience working independently and/or as part of a team to initiate, define, and execute broad sector-level analyses on both foreign and/or domestic agricultural production to identify trends.
  • Experience developing analyses, including cost-benefit analyses, on the potential impacts of regulatory policies on the food and/or farm sector to fulfill the requirements for a Regulatory Impact Analysis (Executive Order 12866) and Regulatory Flexibility Act.
  • Experience fostering partnerships with different organizations or agencies to access additional information sources and analytical tools.
  • Experience making technical and economic concepts understandable to the lay person.
  • Experience with livestock industries, markets, and trends.
  • Experience conducting background research and analysis for agricultural policy.
  • Experience writing briefing papers, policy statements, correspondence, draft rules and regulations, and executive summaries that communicate technical content to managers and decision-makers.
Note: There is no education substitution for this grade level.

TRANSCRIPTS are required.
  • Education must have been successfully completed and obtained from an accredited school, college, or university
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
