Summary

This position is located in the Office of the Assistant Secretary for Information and Technology for the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Office of IT Operations and Services (ITOPS), Service Management Office (SMO). The SMO is a center of excellence focused on driving fully-integrated enterprise-wide IT services aligned to VA strategic goals and objectives to optimize design, delivery, operation, and sourcing of IT Services.

This is a virtual position that must be placed in a VA facility. Site to be determined after a selection is made.

The first 50 qualified and eligible candidates who applied will be considered for referral to the selecting official. Additional candidates will be referred based on hiring needs.

Physical Requirements: The work is primarily sedentary. There are no special physical demands for this position.

Major Duties:

  • Directs, oversees and responsible for the successful operations of the Service Management Office to include the implementation and improvement of enterprise-wide IT Service Management services, processes, and technology to ensure focus on business goals and customer needs.
  • Represents the Deputy Assistant Secretary, ITOPS on interagency, VA, and OIT leadership and project teams, presenting information, taking a position, and making persuasive recommendations to improve program activities to meet the mission of the VA.
  • Engages with OIT leadership to solicit executive-level decisions required to operationalize the service management vision and strategy and collaborate on SMO implementation roadmap.
  • Provides oversight and coordination across OIT on IT service delivery and provides expertise and direction on IT and organizational management concepts, practices, and procedures.
  • Collaborates with OIT Leadership and Governance to identify and establish the appropriate policies and standards employed by the SMO in order to fulfill SMO mission and objectives.
  • Directs the establishment and monitoring of process and technology goals associated with service delivery.
  • Directs the tracking and reporting of service management improvement efforts.
  • Coordinates and conducts presentations and briefings on SMO programs and operations to a wide variety of audiences within VA and other government agencies.
  • Monitors and manages the financial performance and viability of the SMO.
  • Identifies and manages enterprise-level service management requirements, issues and risks and develops plan of action and milestones to address those issues and risks.
  • Serves as the senior-level expert and advisor to executives and top agency leadership on SMO activities and manages day-to-day high-level operations.
Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. AND

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Specialized experience includes: implementing and improving of an agency-wide ITSM services processes, and technology to ensure focus on business goals and customer needs. Experience with ITSM tools. Experience guiding strategy development to achieve vision and mission objectives, using long-term anticipatory views of strengths, weaknesses, challenges, and opportunities to resolve issues that are unprecedented and require experimental solutions. Extreme high level technical expertise across multiple IT functional areas is required to develop theories, methodologies, technologies, frameworks, concepts, and practices to improve processes across all IT program activities.

Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Education

There is no educational substitution for the GS-15 level.
